FOR THE FINANCIAL YEAR 1926 (ENDING 31ST MARCH, 1927). [Vote 2.] B.-SUPPLEMENTARY RESERVE. This force is raised under the Territorial and Reserve Forces Act, 1907, and thé Territorial Army and Militia Act, 1921, and is to supplement the Regular Army Reserve on mobilization. The Establishment, which is at present only provisional, is given on p. 65. The estimate assumes that not more than about 750 officers will be obtained by 31st March 1927, but it is anticipated that practically the full establishment of other ranks will have been recruited by that date. Emoluments.-Officers receive an annual gratuity of 251.; men receive annual bounties ranging from 81. to 201. according to trade, in consideration of their liability to foreign service with the Expeditionary Force. Those who train in peace (see below) receive Territorial Army emoluments (including the bounties laid down for that force) in addition. There are two categories: (1) Category B.-Officers and men who train in peace. (i) Training with the Territorial Army. Certain Supplementary Reserve units of Royal Engineers and the Royal Corps of Signals are administered and trained on the same lines as units of the Territorial Army. Other Supplementary Reservists are borne as supernumeraries upon the strength of Territorial Army units. (ii) Training with Regular Units. Officers, other than those of Supplementary Reserve units, in most cases train with Regular units. (2) Category C.-Officers and men who do no training in peace, their duties on mobilization being of a technical nature corresponding to their occupation in civil life. This Subhead covers gratuities and Reserve Bounties for all officers and men of the Supplementary Reserve and the pay, &c., of officers not in Supplementary Reserve units (see above). Pay, &c., of officers and men in units (whether Supplementary Reserve or Territorial Army) administered by County Associations is included under Subheads C-G. The total cost (calculated on the same general lines as in the case of the Territorial Army, see note on p. 58) of the Supplementary Reserve in 1926 is estimated to be as follows:£ 300,000 Provision under this Subhead Provision under Subheads C-G and other Votes for officers 113,800 Miscellaneous expenses provided in other Votes for personnel 10,000 The Territorial Army is raised under the Territorial and Reserve Forces Act, 1907, and the Territorial Army and Militia Act, 1921. For Establishment and strength see p. 64 and Appendix IX. The maximum strength provided for in 1926 is 6,500 officers and 146,250 men, exclusive of Permanent Staff. The amounts under the various items include provision for officers and men of the Supplementary Reserve (see above) to be administered by Territorial Army County Associations. C.-PAY, &c., OF OFFICERS, &C., OF THE PERMANENT STAFF: Territorial Army Divisional Staffs are also employed in the administration of Military Areas in Home Commands. The numbers taken for the Permanent Staff include those for Supplementary Reserve units. D. GRANTS TO COUNTY ASSOCIATIONS, &c. These grants are made to meet the general expenses of administration including that of the Associations themselves. The upkeep of clothing and equipment is met from these grants; the value of initial issues is provided under Votes 7, 8 and 9. 1,000l. is provided for grants in respect of the expenses connected with the enrolment of members of Voluntary Aid Detachments. The Subhead includes a grant of 4001. towards the expenses of the Central Joint Voluntary Aid Detachment Council (in addition to 1001. each from the Admiralty and Air Ministry), and grants to the Council of County Territorial Associations of 5001. for their general administrative expenses and 7501. for the administration of cadet units. Provision (15,0007.) is made in this Subhead for grants to recognised Cadet units at the rate of 4s. for each qualified cadet, subject to the fulfilment of certain conditions, and to Territorial Army Associations at the rate of 1s. for each qualified cadet for their administrative expenses. Should the number of qualified cadets exceed 60,000 in any year the grants will be reduced proportionately. E. PAYMENTS TO COUNTY ASSOCIATIONS FOR BUILDINGS AND RANGES. This Subhead covers payments in respect of interest and sinking fund on loans and mortgages, rents, grants for structural repairs and purchases of lands and buildings. F.-TRAINING. Includes 4,3251. for subsistence and travelling of members of Voluntary Aid Detachments in connection with courses at Military Hospitals. Bounties. For men enlisting or re-engaging in the Territorial Army after 2nd March, 1922, the maximum annual bounty is 31. for a trained man, and 27. 10s. for a recruit, as follows: Trained Men: For 20 drills and 15 days' camp or 30 drills and 8 days' camp Recruits : For the prescribed number of drills and 15 days' camp or 10 21. 10s. 10s. 21. The bounty of 51. (41. for a recruit) introduced in 1920, is continued under the original conditions to men entitled for the period of their engagements current on the 2nd March, 1922. The 1925 Estimates included only the full value (which was below the average) of such non-consumable stores as would actually be issued during the year with no provision for wear and tear, &c., of these stores or of stores issued in previous years.
