FOR THE FINANCIAL YEAR 1926 (ENDING 31ST MARCH, 1927). [Vote 11.] D.-EXPENSES OF INDIAN TROOPS, &c. 1. The estimated payment to India, in respect of the Imperial share of the cost of the Aden Garrison, has, since the War, consisted of two parts :—(i) a fixed sum of 100,000l. paid annually since 1901, based on a recommendation of the Royal Commission on Indian Expenditure; (ii) the Imperial moiety of the charge for troops at Aden in excess of the pre-war garrison. The future arrangements regarding Aden are under review and the amount taken for 1926 is provisional. 2. Provision is made here for an annual payment to the Indian Government for the native regiment of Infantry lent for service at Hong Kong, calculated at a capitation rate which covers all the principal charges (including non-effective), except sea transport of units, supplies and purely local expenditure at the station. The latter charges are included in the relevant Votes. E. EXTRA-REGULATION EXPENDITURE. This covers sums placed at the disposal of the Secretary of State for War and General Officers Commanding-in-Chief to enable them to sanction small items of expenditure for military purposes, not covered by regulations, up to certain total limits. The object is to reduce correspondence, and only items which would otherwise require Treasury or War Office authority, as the case may be, are charged to these grants. Such expenditure is subject to the usual audit by the War Office and the Exchequer and Audit Department. F.-PAY, &c., OF ESTABLISHMENT OF JUDGE ADVOCATE GENERAL AND COURTSMARTIAL EXPENSES. The Judge Advocate General superintends the administration of military law in the Army at home and abroad (except India), and reviews, and is the custodian of, the proceedings of Courts-Martial. He undertakes similiar duties in connection with the Royal Air Force. The Officers of the "Military and Air Force Branch" advise upon questions arising in the preparation of cases for Courts-Martial, including the safeguarding of the interests of accused persons, and they also instruct officers of the two Services in military law. are paid The Royal Air Force personnel of the "Military and Air Force Branch by the Air Ministry. In addition a contribution of 2501, is made annually from Air Ministry funds for the services rendered to the Royal Air Force by the Judge Advocate General's Establishment. This Subhead includes the cost of manufacture (by the Ordnance Factories) of Memorial Plaques, engraving of medals, and manufacture (by the Royal Mint) of medals issued on repayment to replace others lost by their owners. Except in such cases, no manufacturing charge is made by the Mint (see p. 6). Receipts in respect of medals replaced on repayment are included in Subhead N.3. A Memorial Plaque is presented to the next-of-kin of those who have lost their lives through the Great War, and of those who die from causes attributable to the War where the death occurs within seven years of the official date of the end of the War, i.e., 31st August 1921. H.-GRANTS IN AID OF INSTITUTIONS. The grants to hospitals and churches are made by the War Department as employing labour or holding property in the immediate neighbourhood. Grants are also made to semi-religious or philanthropic institutions, such as Soldiers' Homes, which benefit the Army. A grant of 3257. is made to the Royal United Service Institution. This Institution is designed to promote the study of Naval, Military and Air Force subjects; it possesses a library, publishes a journal, arranges lectures, &c. It is supported in the main by the subscriptions of its members, J.-MISCELLANEOUS CHARGES. 1. COMPENSATION FOR LOSSES, DAMAGE, &c. Officers and men are compensated for unavoidable losses incurred on service. Compensation is given to enable the loser to re-equip himself for service according to the scale prescribed at the time of the loss, but the amount is not allowed to exceed the value of the articles lost, after allowing for wear and tear. Provision is also made here for payment of claims by civilians against the War Department for damage, &c.; 7,5001. is in respect of terminal charges of this nature. 2. POSTAGE, Telegrams, TELEPHONES, &C. This represents payments to the General Post Office, &c., for telegrams, telephone calls, cables, and postal expenses incurred abroad. Rentals of Post Office telephones are provided under Vote 10, B. Inland postage and certain other services are provided by the General Post Office without repayment (see p. 6). 3. ARMY FORMS DEPOT. The Army Forms Depot is used for the receipt from His Majesty's Stationery Office and the storage of Army Forms, Army Books, books of regulations, &c., and their distribution in detail to units at all stations except those in India. The salary of the official in charge is provided in Vote 12. 4. RECORDS SECTION, ISLEWORTH. The Records Section is concerned mainly with the disposal of documents which have accumulated since August, 1914, in units, formations, &c., of the British Army at home and abroad, and investigates and answers enquiries relating to such documents. The official in charge of the Section is on the staff of the War Office and his salary is provided in Vote 12. The increase is due to the transfer from Army Record Offices (Vote 1.J.) and concentration at Isleworth, with a view to economy, of documents relating to the war period of soldiers no longer serving. [Vote 11.] MISCELLANEOUS CHARGES-contd. · 5. FIELD INTELLIGENCE. Such charges do not normally occur in peace and the 1001. represents a token sum only. 6. SUNDRY CHARGES, including loss by exchange, &c. If there is a net loss on exchange during the year this Subhead is charged; if a net gain, Subhead N is credited. This Subhead covers commission to bankers for providing sterling at certain stations abroad, committee fees, &c. It also includes legal expenses in connection with Military Courts of Enquiry and miscellaneous expenses, e.g. fees to Justices' Clerks in connection with arrest and committal of deserters. Courts-martial expenses are included in Subhead F. Legal expenses in Law Court Cases are met from Civil (Law) Votes (see p. 6). Provision is included here for rewards paid for the apprehension of deserters. Such rewards, which normally do not exceed 20s., are granted to any persons. (other than commissioned officers) who apprehend a deserter or absentee. K.-SERVICES RENDERED BY THE GERMAN GovernmeNT TO THE ARMY OF OCCU PATION. Services formerly rendered free by the German Government (such as accommodation, transport, &c.), had in 1925, in accordance with the Dawes Plan (see note on p. 50), to be paid for in the first instance from Army funds, but as detailed information as to the value of the various items involved was not available when Estimates were prepared, provision was made in that year by means of the round sum of 500,0007. shown in this Subhead. For 1926, provision for these services is included in the appropriate Votes, as follows: Vote 1.
