Schemes arranged up to the 31st December, 1926.

Assisted Passage Schemes.

Under an agreement between His Majesty's Government, the Government of the Dominion of Canada and the Trans-Atlantic Shipping Companies, persons proceeding to Canada under the Empire Settlement Act during 1927 will travel to the eastern ports of Canada for the small sum of £2, instead of the ordinary rate £18 15s., and to other centres for sums ranging from £3 to £8. Children under 17 years of age will travel free.

In the case of Australia, the assisted passage rate for adult migrants is £16 10s., and the rate for adults with children under 19 years of age £11 for each person, with further reductions in the case of young persons under 19 years of age, while domestic servants and children under 12 receive free passages.

To New Zealand, the cost of the passage for all persons over 19 years of age is now £11, except in the case of girls and single women (and including widows without children) under 40 years of age, who receive free passages. All persons under 19 proceed free of cost.

Canada. (Land Settlement.)

An agreement with the Canadian Government for the settlement of 3,000 families from the United Kingdom on farms in the various Provinces of Canada.

Under the agreement the Dominion Government undertakes to provide farms in settled and established districts, such farms to be provided with houses, and a portion of the farm lands to be fit for immediate cultivation.

Advances for the purchase of livestock and equipment up to £300 are made at the discretion of the Dominion Government. The average cost to the settler of the farm and its equipment is estimated to amount to between £800 and £1,000, this sum being repayable by instalments over a period of 25 years with interest at 5 per cent. The annual payment, beginning at the end of the second season after the settler's arrival in the Dominion, amounts to not more than $360 a year, i.e., about £72.

Families are provided with suitable accommodation on arrival, but are not necessarily placed on their own farms until the male adult members have acquired sufficient experience of Canadian farming methods by working on farms in their vicinity. As soon as the necessary experience has been acquired the family is offered a choice of a farm, and thereafter their activities are guided by expert supervisors appointed by the Dominion Government. It is intended, where possible, to settle suitable families in small groups.

Each family is required to possess at least £25 in cash, for use after arrival, and previous farming experience is desirable.

The contribution of His Majesty's Government takes the form of an advance not exceeding on the average £300 per settler, or in the aggregate 37 per cent. of the entire cost of the settlement of persons under the agree

ment.

Canada. (Clan Donald Land Settlement.)

An Agreement with the Canadian Pacific Railway Company and the Scottish Immigrant Aid Society for the settlement of approximately 100 families on land in the Vermilion District, Northern Alberta, to be purchased by the Society from the Company at a cost of $100,000. Farms have been provided by the Society, and advances up to £300 have been made

for stock and equipment. One hundred cottages with suitable outbuildings, etc., have been erected on the farms at a cost of $750 per cottage. The contribution of His Majesty's Government takes the form of (i) an advance not exceeding £300 per settler or in the aggregate $100,000, and (ii) an advance in respect of the building of cottages up to an amount not exceeding $44,500.

Alberta. (Training.)

A scheme for training boys at the Provincial Agricultural Schools in Alberta. The boys receive free tuition during a period of six months, but must defray the cost of their board and residence ($30 a month).

Commonwealth of Australia.

(Settlement and Development.)

An Agreement with the Commonwealth Government under which that Government undertakes to raise loans not exceeding in the aggregate £34,000,000, including the loans of £14,000,000 provided for in previous Agreements with the States of Victoria, New South Wales and Western Australia, for developments which tend directly or indirectly to increase the opportunities for settlement of persons from the United Kingdom. The methods by which these developments may be carried out include the acquisition, resumption and clearing of land suitable for farms, advances to settlers for the purchase of stock, equipment, and housing materials, and advances to farmers and others for the erection of cottages for employees; the actual settlement of persons upon farms; afforestation; the construction of railways, tramways, roads, bridges, irrigation and hydro-electric works; irrigation farms; and similar enterprises tending to assist in the development of rural areas. The Agreement aims at the settlement of 450,000 persons from the United Kingdom in Australia within ten years, and provides that such persons shall be settled to the satisfaction of His Majesty's Government. Provision is also made for the establishment of training establishments and reception depots.

The contribution of His Majesty's Government takes the form of a payment of £130,000 for every £750,000 of loan money issued by the Commonwealth Government and expended by the State Governments on the work of development and settlement. It is provided that for every contribution of £130,000, 10,000 assisted migrants from the United Kingdom, including 750 families, averaging five persons to each family, shall be satisfactorily settled in the State concerned within ten years.

His Majesty's Government also undertakes to defray one-third of the capital and running costs of new or existing reception and training depots established in Australia for the welfare of assisted migrants.

The Governments of Victoria and Western Australia have in preparation schemes of development and settlement under the Agreement. [Note.-It has been arranged to modify this Agreement in certain respects. See Section V. of the Report.]

New Zealand.

A special scheme has been arranged for boys between the ages of 17 and 20 from public and secondary schools in the United Kingdom. On arrival overseas, the boys are placed with farmers approved by the New Zealand Government. Upon completion of their training, they will either continue in employment as farm workers until they have saved sufficient capital or will engage in dairying on the share-milking system, or in some other branch of farming. They can acquire land direct from the Crown, or by lease or purchase from private owners. Liberal financial assistance at a low rate of interest is obtainable under the New Zealand State Advances Act.
