having both carried on one fare as is presently afforded the blind. However, due to varying degrees of disability, serious difficulties would be encountered in administering the proposal on an equitable basis, and the Department defers to the views of the ICC on the practicability of the proposal (R. 1474).

INTERSTATE COMMERCE COMMISSION

The proposal is permissive in nature and would merely authorize the carriers to transport a disabled person accompanied by an attendant for one fare. The carriers are further protected by the provision that such privilege may be accorded by the carriers "under such reasonable regulations as may have been established by the carrier." Whether or not Congress should enact the proposal is a matter of congressional policy on which the Commission takes no position (R. 1475-1476).

UNITED AUTO WORKERS, AFL-CIO

Passage of this bill will remove a great injustice which has been done to many millions of handicapped people who require attendants in order to go from place to place. There is every reason to approve this bill and none whatsoever to oppose it. All labor endorses it (R. 1484).

VETERANS' ADMINISTRATION

(H. V. Higley)

A substantial number of disabled veterans require attendants to travel to and from hospitals for treatment. In 1955, $2.5 million was expended for beneficiary travel, and the proposal would result in substantial savings in travel expenses (R. 1474–1475).
