Johnson presiding. Present: Senators Johnson (chairman), Howell, White, Copeland, and Coolidge. Present also: Senator Wagner. The CHAIRMAN. We are met this morning, under a determination made by the committee a week ago, to decide what the reaction of the committee shall be on Senate bill 2687, introduced by Senator Wagner, a bill to provide for the establishment of a national employment system, and for cooperation with the States in the promotion of such system, and for other purposes. The matter was made a special order for to-day because on last Thursday, when the bill came before the committee, the reports which had been asked from the departments had not been received, and the majority of the committee desired, before action upon the bill by the committee, that those reports should be obtained from the appropriate departments. Upon the 8th day of January, just after the introduction of the bill, and just after it came to this committee, the request was made of the Department of Labor, and also of other departments, for an expression of their views upon the measure. On Thursday last, when we met, no reports had been received, and on that day another formal request was made by the chairman of this committee for reports upon the measure from the departments. No report having been received up to yesterday, we telephoned to the Department of Labor, and in response to that telephonic message it was stated that Mr. Alpine, of the department, would be here this morning to afford any information which might be desired upon the subject. Mr. Alpine has just presented to me a letter from the Secretary of Labor with his views expressed in an accompanying communication upon this bill. That letter and the accompanying communication I hand to the reporter for insertion in the record. (The communications referred to are as follows:) Hon.
