1. ESTIMATE of the Amount required in the Year ending 31 March 1928 to pay the Salaries and Expenses of the SCOTTISH OFFICE and Subordinate Offices, Expenses under the Inebriates Acts, 1879 to 1900 (42 & 43 Vict. c. 19; 51 & 52 Vict. c. 19; 61 & 62 Vict. c. 60; and 63 & 64 Vict. c. 28), Expenses under the Private Legislation. Procedure (Scotland) Act, 1899 (62 & 63 Vict. c. 47, s. 14); a Subsidy for Steamer Services to the Hebrides; and Payments in respect of Unemployment Schemes.

The receipts in connection with this Service are estimated as

(a) The rates and scales of pay shown in brackets (except where shown as inclusive) carry an addition in respect of Cost of Living bonus payable in accordance with the scheme set out in the Appendix on page 94.

The money provision for each item represents the total remuneration, including bonus where payable.

One post to be reconsidered on a vacancy. The salary of an Assistant Secretary who is serving with the Reparation Commission is included in the total but is recoverable. See Subhead K.

† One Assistant Principal receives a temporary allowance of 3001. per annum and two Assistant Principals each receive 1501. per annum for acting as Private Secretaries.

One of these posts is at present occupied by a Second Division Clerk on a scale of 701.-3001. One clerk receives an allowance of 1001. per annum (inclusive of overtime), whilst acting as Confidential Clerk and Shorthand Typist to Secretary of State.

The present Inspector receives Army Retired Pay of 2001.

These allowances are paid to officers on the legal staff of the Scottish Board of Health.

The Coal Porter receives in addition an allowance of 2s. 6d. a week for superintending the heating apparatus.

J.-PAYMENTS IN RESPECT OF UNEMPLOYMENT SCHEMES:
Payments in respect of Approved Capital Works to (a) Local
Authorities and Statutory Bodies in respect of non-
revenue producing undertakings equivalent to (i) 65 per
cent. of interest and sinking fund charges for half the
loan period up to a limit of 15 years for schemes sub-
mitted prior to 2nd March 1924, (ii) 75 per cent. of
interest and sinking fund charges for half the loan
period up to a limit of 15 years for schemes submitted
after 2nd March 1924, and to (5) Local Authorities,
Statutory Bodies, and Public Utility Companies in
respect of revenue producing undertakings the equivalent
of 50 per cent. of interest at an approved rate for a
period not exceeding 15 years.

The payments will be subject to conditions approved by the Treasury. The claims for the grants will be subject to examination by the Auditors appointed to audit the accounts of the Local Authorities and Statutory Bodies, and, in the case of Public Utility Companies, to such audit of accounts and the production of such other evidence as the circumstances of individual cases may require.

Issues in respect of the grants will be made from time to time in advance of the audit of the accounts, and the amounts so issued will not be liable to surrender, any necessary adjustments being made upon subsequent grants

Provision now made on Vote for Stationery and Printing, Class VII., 15. The two Counsel employed receive, in addition, fees in respect of inquiries, &c., held under this Act (about 481, and 541. respectively).

This Inspectorship is held by the Registrar-General, whose salary 8501.-1,000l. is provided in the Vote for the Registrar General's Department (Class V., 13), and who receives fees in connection with inspections under the Inebriates Acts.
