NOTES ON CERTAIN GRANTS AND GRANTS IN AID.

Subheads F and J.3 (a) and (b) (i).—These grants are in respect of the full cost of the services specified, and are payable to the County Agricultural Committees, whose accounts are audited by the District Auditors of the Ministry of Health, as part of the accounts of County Councils. Any balances unexpended at the close of the financial year are treated as advances on account of the succeeding year.

Subhead G.1.-The grants under (a) and (c) are made on the basis of a specified proportion of the approved capital expenditure ncurred by the Colleges, Institutions or other bodies by whom the educational arrangements are to be made. The grants in aid under (b) are annual block grants fixed in amount for a term of years. The grants under (d) represent 80 per cent. of the salaries and expenses of county Agricultural Organisers and 663 per cent. of other approved expenditure on agricultural education. Advances are made from time to time approximating to two-thirds of the estimated grants and final payments are made on the production of accounts audited by the District Auditors of the Ministry of Health. The amounts provided represent advances on account of the current year and final payments on account of the preceding year.

Subheads G.3 and 0.5.-The grants are payable to the Colleges, Institutions, and other bodies by whom the experiments, researches, and investigations are to be made, on the basis of the actual approved expenditure within specified maxima. Payments on account of the estimated approved expenditure are made from time to time. Any adjustments found to be necessary on the production of the audited accounts for the year are made in the succeeding year. The amounts provided represent advances on account of the four quarters falling in the current year with the adjustment before-mentioned.

Subhead H.1.-The grants in aid under (a) and (b) are payable to the Cattle Pleuro-Pneumonia Account for Great Britain under the provisions of the Diseases of Animals Act, 1894. The Cattle Pleuro-Pneumonia Account is audited by the Comptroller and Auditor-General, and any unexpended balance at the close of the financial year is subject to the Regulations contained in the Second Schedule to the Act. The grants under (c) are payable to the Local Authorities to whom Section 3 of the Diseases of Animals Act, 1894, applies, and the accounts in connection therewith are audited by the District Auditors of the Ministry of Health as part of the accounts of Local Authorities.

Subhead J.1.-The grant in aid is payable to the Small Holdings Account under the provisions of the Small Holdings and Allotments Act, 1908. The Small Holdings Account is audited by the Comptroller and Auditor-General. Issues are made to the Account from time to time as required in respect of the several items and any balance of the sums issued which is unexpended at the close of the financial year is not subject to surrender.

Subhead J.4.-These grants are payable to Drainage Authorities set up under various Acts of Parliament. The Drainage authorities meet their quota of the net cost of the schemes concurrently.

The staff of Land Commissioners is employed upon duties both of the Land Division and of the Commercial and Tithe Division. As the services of these officers are utilised mainly for Land Settlement work, provision is included under that Division. † Scale to be reconsidered on the occurrence of a vacancy.

Three of these Commissioners receive allowances up to 45s. per week for clerical assistance. One receives a personal allowance of 1001. per annum for work under the Improvement of Land Acts, &c.

§ Two receive allowances up to 45s. a week for clerical assistance.

With residence free of rent and rates. Two of these officers also receive a share of the profits (if any) of their respective Settlements (total amount with salary not to exceed 1,2501. in each case). Two receive personal salaries of 7501.
