NOTE ON SUBHEAD M.-APPROPRIATIONS IN AID (ORDINARY SERVICES)

This increase arises from the fact that the amount
receivable from the Unemployment Fund as being the
cost of administering the Unemployment Insurance
Acts is expected to exceed the amount originally
estimated. This is due mainly to the additional
expenditure for which provision is made under Sub-
head A. above, and to Section 6 of the Unemployment
Insurance (No. 2) Act, 1924, which authorises an
increase in the charge in respect of Superannuation :
this charge will in future be a sum representing the
accruing liability instead of the amount of the pensions
actually paid during the year.

NOTE.-The Original Estimate included provision for grants for setting up and maintaining Juvenile Unemployment Centres, and Note 4 stated that the expenditure of Local Authorities on this service would be met as to 75 per cent. by the Exchequer. As from 1st April, 1924, the Exchequer Grant is raised from 75 to 100 per cent. of the approved cost, and token provision is now made in order to secure the approval of Parliament for the increased grant.

NORTHERN IRELAND GRANT IN AID.

I. ESTIMATE of the Amount required in the Year ending 31 March 1925 for a GRANT IN AID of the Revenues of the GOVERNMENT OF NORTHERN IRELAND.

One Million Two Hundred and Fifty Thousand Pounds.

II. HEAD under which this Vote will be accounted for by the HOME OFFICE.

NOTE.--This Grant will be paid to the Exchequer of Northern Ireland as a contribution towards the expenses of the Northern Ireland Special Constabulary arising out of the present exceptional circumstances. The grant of £1,743,336 in the year 1923-24 included £1,500,000 in respect of the Special Constabulary. The expenditure out of this Grant in Aid will not be audited in detail by the Comptroller and Auditor General, nor will any balance of the sums issued remaining unexpended at the close of the financial year be liable to surrender.
