been done. This line, if built, will assist in the development of much sugar, coffee and timber lands. Mines.-Parts of both States are very highly mineralised. The principal minerals are gold, silver, lead, copper, antimony, zinc and iron. The principal mines, so far developed, are the gold, silver and copper ones. Abundant deposits of iron have been found in both States, but owing to lack of railway transportation and cheap fuel they have not been exploited to any great extent. Owing to the general depression of business and the lack of foreign capital, very little progress has been made during the past year in developing the mineral deposits of these States. In 1908 6,642 tons of ore were exported from Oaxaca, and during the present year 5,991 tons. The principal machinery used in the mines is of American manufacture. In Oaxaca, where, during the past few years, the principal mining development has been, no British mining machinery manufacturers are represented. Forests. On the highlands of both States there are very extensive forests of pine, oak and spruce, but owing to the difficulties of transporting the lumber from the forests to the railways they have not been exploited to any great extent. An experimental aërial cableway of British manufacture, about 5 miles in length, has recently been put in operation. If this should work successfully, no doubt there will be a demand for more cableways. Agriculture.--The principal agricultural productions are wheat, barley, corn, rice and sugar. The two former are grown on the higher table lands, and corn, which is the principal food, is grown all over the two States. Sugar cane production is increasing. The machinery used in the sugar factories is partly of British manufacture. In Oaxaca the Government has erected a large agricultural college and purchased an extensive tract of land so as to establish a model farm. Coffee. The export of coffee is principally to the United States, and small amounts to the United Kingdom, Germany, France and Belgium. The export from the State of Oaxaca during 1908 was 10,665,156 lbs. and in 1909 11,637,120 lbs. The export price is usually about 25 dol. (27. 10s.) per cwt. Onyx. There are very extensive deposits in both States. A short distance north of the city of Oaxaca there are very large quarries. The exports for the year 1908 were 248 tons and for 1909 275 tons. The exports were to the United States, United Kingdom and France. Cotton factories.-In the State of Oaxaca there are three cotton factories, and the amount of raw cotton used was 836,495 lbs. The machinery of these mills is of British manufacture and the products are consumed principally in the State. In the State of Puebla there are 29 factories. The production is 4,998,140 pieces of cloth and the value 10,881,654 dol. (1,088,1657.). All the production is consumed in the country. Many of these factories have British-made machinery. Fibres. The manufacture of the ixtle fabric has not increased during the year. The total production of all classes of fibres was 170 tons. The cost of extracting the ixtle fibre from the plant, by machinery, is from 38 to 42 dol. per ton (37. 168. to 41. 48.). Temperature. The variation is very great between the highlands and lowlands. In the city of Puebla, altitude 7,091 feet, the average temperature is 60° Fahr. In the winter months, November to March, in the early mornings, it averages 45° Fahr., and may fall below freezing point. The heat at midday in summer does not exceed 76° in the shade. The city of Oaxaca, altitude 5,070 feet, has an average of 68° and sometimes as high as 82° at midday in summer. At low elevations the range is from 70° to 100°. Public works. The city of Oaxaca has issued bonds amounting to 1,800,000 dol. (180,000l.) for the construction of a modern water works system. The city of Puebla has practically completed the water works and sewerage systems, and the streets are being paved with macadam and asphalt.
