APPOINTED, AT THE
Request of the Board of Trustees, to Investigate the Affairs of the Pennsylvania State College, under a Joint Reso
lution Approved April 28, 1881.
To the Honorable the Senate and House of Representatives of Pennsyl
vania: GENTLEMEN: The committee to whom was referred the duty of investigating the condition of the Pennsylvania State College respectfully submit the following report of their investigations and conclusions. The resolution under which your committee was appointed was the following:
IN THE SENATE, April 14, 1881. WHEREAS, The board of trustees of the Pennsylvania State College have addressed the following memorial to the Legislature : To the Honorable the Senate and House of Representatives of the General
Assembly of the Commonwealth of Pennsylvania : GENTLEMEN : The board of trustees of the Pennsylvania State College, in view of the fact that the allegation has been publicly made in your honorable body that the present management of the institution fails to comply with the requirements of the act of Congress of July 2, 1862, and the several acts of the Legislature in relation thereto, and, recognizing the right and the duty of the Legislature to see that the plighted faith of the Commonwealth to carry out the provisions of the act of Congress is fully met by the recipient of the land-grant fund, respectfully and earnestly request that a committee, to be composed as in your judgment shall be proper,
