Gentlemen of the Senate and Assembly :

Let us first return thanks to Almighty God for the peace and prosperity He has vouchsafed to us as a people during the year just closed.

I congratulate you on being the first legislative body ever convened in this State as the representatives of a people, all of whom, without regard to color, stand absolutely equal in political privileges; and through you, I congratulate your constituents that the only stain which rested upon their suffrage laws has been forever erased.

It is your duty, as the immediate representatives of the people, to guard well their interests; to know in what manner those who have been chosen to administer the affairs of state have fulfilled their trusts; to know whether the public moneys have been expended in accordance with law, and with due economy, and to see that no abuses creep into the management of state affairs, innocently or otherwise. I therefore carnestly advise a critical examination by each member of your body of all the reports herewith submitted, which give a full, detailed statement of the business of the state in all its departments.
