MEDICAL ESTABLISHMENTS AND SERVICES.

1. ESTIMATE of the Sum which will be required in the Year ending 31 March 1928 to defray the EXPENSE of MEDICAL SERVICES, including the Cost of MEDICAL ESTABLISHMENTS at HOME and ABROAD.

Medical Establishments and Services.

This Vote provides for the cost of maintaining the Medical Establishments at Home and Abroad, for outlay on Medicines and Medical Stores for the Fleet, and for expenditure in connection with the treatment of Officers, Seamen, &c., on shore by private practitioners.

Provision for the Full Pay of Medical Officers, and for the Wages of Sick Berth ratings employed on board H.M. Ships and at Fleet Establishments and Civilian Dental Staff, is included in Vote 1. Provision for Hospital and Infirmary Buildings is included in Vote 10, "Works, Buildings, &c.," for machinery under Vote 8, III. B., and for the Salaries of the Staff of the Medical Department at the Admiralty in Vote 12, "Admiralty Office." Non-effective charges on account of Hospital Staffs are borne by Votes 13, 14 and 15.

Expenditure in connection with Medical Establishments (exclusive of charges for Medicines and Medical Stores) is provided for under Subheads A. to G. These Subheads provide for outlay on Salaries and Wages of Hospital Staffs (including certain expenditure in respect of the Officers and Crews of Hospital Ships), Rents, Water, Lighting and Contingent Expenses.

The cost of Medicines and Medical Stores both for Hospitals and Ships is provided for under Subhead H.

Certain medical services have to be provided for Civilian workmen. who may be injured, &c., in the course of their work, but any direct. expenditure on such services, e.g., payment of fees to Civil Medical Practitioners, maintenance in other than Naval Hospitals &c., is borne by the contingency head of the relative Establishment Vote.

Explanations are given in the Memoranda under each Subhead of the services comprised therein, and details are furnished of the causes of variation in the Estimate as compared with the Vote for the preceding year.

NOTE: A statement of the Designation, Numbers, and Salaries of Officers and Clerical Staff employed at each Royal Naval Hospital, etc., is shown in Appendix No 4.

(a) The rates and scales of pay shown in brackets (except where shown as inclusive) carry an addition in respect of Cost of Living Bonus payable in accordance with the scheme set out in Appendix No. 13. The money provision for each item represents the total remuneration, including bonus where payable.

(b) Borne on Ships' Books and in receipt of Naval Pay and Allowances.

(c) Provision for this post is made under Vote 2, Subhead A, for 1927.

(d)In receipt of Board and Washing Allowance and allowed furnished apartments, free fuel and lights and Uniform Clothing. (e) On various rates of pay. Allowed furnished apartments and free fuel and lights.

(f) In occupation of Official Residences or Quarters or in receipt of allowance in lieu.

(g) Some proceed to a personal maximum of 2301. per annum.
