[Vote 5.] MEMORANDA. NAVY ESTIMATES, 1927. EXPLANATION OF DIFFERENCE. E. MISCELLANEOUS EDUCATIONAL SERVICEScontinued. Instructor Officers afloat are responsible to the Commanding Officer for all scholastic instruction of both Officers and men. Their duties include: (a) Preparing Midshipmen for their examinations for the rank of Lieutenant; (b) Instruction of Cadets in Cadets' Training Ships; (c) Assisting young Lieutenants who desire to specialise in any branch of their profession; (d) Giving such lectures and instruction as the Commanding Officer may think desirable to arrange for the benefit of Officers and Men. Schoolmasters, R.N., are borne in sea-going ships; Boys' Training Establishments; the Navigation, Gunnery, Torpedo and Signal Schools; the Mechanical Training Establishments; the Depot Schools; and in the Dockyard Schools at Gibraltar, Malta, and Bermuda. They carry out the scholastic instruction of all lower-deck ratings. There are also "acting" Schoolmasters, selected from the Ship's Company, who carry out the elementary instruction of ratings under the supervision of the Schoolmaster. For this duty an allowance is paid. Afloat, the general aim is to provide compulsory school for junior ratings, whereby their education is continued progressively. Boys are required to attend school for a minimum of 4 hours a week, and, where practicable, this is increased to 6 or 8 hours. Voluntary school is also provided for ratings wishing to prepare for the various Educational Tests necessary for advancement, e.g., (a) The Educational Test, which an Ordinary Seaman must pass before being rated Able Seaman; (b) The Educational Test, Part I., which an Able Seaman must pass before being rated Leading Seaman ; (c) The Higher Educational Test; the passing in certain subjects of this examination is a necessary qualification for promotion to Warrant Officer. Both Instructor Officers and Schoolmasters, R.N., in addition to their teaching, have to carry out the duties of an Officer in the fighting organisation of the ship. The numbers authorised are: Provision for Instructor Officers, Schoolmasters, R.N., serving in H.M. Ships and Fleet Establishments, and also for the allowance paid to acting Schoolmasters is made in Vote 1. Prizes and Medals not exceeding in value £350 and £150 per annum are awarded for proficiency in Foreign Languages and for Essays in Naval History respectively. Officers of all branches are admitted to the competitions in Foreign Languages. The prizes for Naval History are restricted to Executive Officers. Certificates are also awarded to all candidates whose work shows real merit. The examinations are held annually in December, and competitors must be of the relative rank of Lieutenant of under five years' seniority. (Continued next page.) (See preceding page.) MEMORANDA. A Midshipman's Dirk is presented as from H.M. the King to the best all-round Special Entry Cadet on passing out of the Training Ship, and a prize of books up to £5 in value is awarded for the best essay written during the term. Prizes in the nature of Books are paid for out of Stationery Office Votes. Allowances for purchase of Foreign Literature for Junior Officers. A sum not exceeding £5 per annum may be spent by Commanding Officers of H.M. Ships, bearing Junior Officers under instruction prior to passing for Lieutenant. Secretaries' Course. For Accountant Officers who wish to qualify for appointments as Secretary or to extend their knowledge of the curriculum. Not more than 15 Officers are appointed to each course. Two courses are held annually, each lasting about 4 months. Senior Officers, Technical Course. This course is designed to give Flag Officers, Captains and Commanders an opportunity of studying the latest developments in technical subjects. Each course consists of about 15 officers and lasts about 2 months. Four courses are held annually. Boys' Fund. The expenses chargeable to this item are principally comprised in the Boys' Fund, the object of which is to meet miscellaneous expenses connected with Boys in the various Training Establishments, such as those required for : (i) Indoor and Outdoor Games and Sports Gear. (ii) Entertainments. (iii) Garden tools and implements for upkeep of Recreation Grounds. (iv) Barbers' materials and Shoemakers' small materials. (v) Prizes for various sports and competitions. (vi) Additional fittings for Messes and Recreation Rooms. (vii) School Instructional Gear and School Prizes, (except Book Prizes, the cost of which is borne by the Votes of H.M. Stationery Office.) The grant is divisible at the discretion of the Admiralty. The Admiralty has complete discretion with regard to the employment and pay of the external examiners in the examinations held under the superintendence of the Adviser on Education and of the College Professors or Teachers who may be associated with them. The amount provided for Fees is distributed by the Admiralty on the recommendation of the Adviser on Education. Service Examiners are not, however, to be employed whose total emoluments are thereby raised above £1,500 per annum. No Officer is paid for any examination held in the Ship, Fleet, or Establishment in which he himself and the examinees are serving. The expenses connected with the examination by the Civil Service Commissioners of Naval Officers for the grade of Interpreter are provided for under this Subhead. An examination fee is not payable. Provision is made under this Subhead for expenses connected with Lecture Rooms and Libraries at Home Ports, including maintenance of grounds. Lantern Lecture Establishment (R.N. College, Greenwich):- Slides to illustrate Lectures written by Officers in H.M. Service for instructional purposes are manufactured and provided by this Establishment. (See page 44a.)
