(b) The figures for 1920-21 and the following years show the "average" number of persons in receipt of relief in the financial year. The averages have been calculated, as regards more than 90 per cent of those persons, by adding together the numbers in receipt of relief on the same day in each week in the year and dividing the aggregate so obtained by 52 or 53 as the case may be. (c) Persons who received both institutional and domiciliary elief on the same day are not counted twice in the total.
