In accordance with the terms of the Corn Production Acts (Repeal) Act, 1921, a sum of 850,0001. was paid into the Development Fund from the Agricultural Development Grant Vote (Class VI., Vote 15) for the purpose of aiding and developing agriculture in England and Wales. The whole of this sum, with the exception of a small advance on account in December 1921, was paid into the Fund in March 1922, and the only payments made out of the Fund in respect of this service in 1921–22 amounted to 3,1501. Advances to Departments. 2. The expenditure out of these advances is examined under my directions, and particulars are appended to the Appropriation Accounts concerned. Advances to other Bodies. 3. The amounts advanced in 1921–22 were duly authorized, and an inspection of the documents furnished to my Department, supplemented by a test in detail of certain expenditure, showed that the conditions laid down by the Development Commissioners and the Treasury in respect of each advance had been complied with. Balances. 4. In addition to the net surplus of 1,795,0891. 38. 8d. shown on the Balance Sheet, net balances amounting in the aggregate to 22,1091. 9s. 7d., representing unexpended portions of grants issued to Departments, are shown in the accounts appended to the Appropriation Accounts of the Ministry of Agriculture and Fisheries, Board of Agriculture, Scotland, Fishery Board for Scotland, and Department of Agriculture and Technical Instruction, Ireland.
