MEMORANDUM ON EXPENDITURE LIKELY TO BE INCURRED. The Trade Facilities Acts, 1921-24, authorised the Treasury, after consultation with the Advisory Committee appointed thereunder, to guarantee the payment of the interest and principal or of either interest or principal of loans to be applied towards the carrying out of capital undertakings or in the purchase of articles manufactured in the United Kingdom required for the purposes of any such undertakings. The aggregate capital amount of the loans the principal or interest of which may be guaranteed under the Acts is £65,000,000. The period during which guarantees may be given will expire on 31st March, 1925. It is estimated that on 31st March, 1925, authority for £7,000,000 of guarantees will be unused. It is proposed to extend the period during which guarantees may be given to 31st March, 1926. It is further proposed to increase the total of £65,000,000 to £70,000,000. The maximum contingent charge on the taxpayer under these proposals, assuming an unused balance of £7,000,000 on the 31st March, 1925, is therefore the charge for the interest on and redemption of a sum of £12,000,000.
