Application of the Merchants Despatch Transportation Co. for mem bership in the Joint Messenger Service was submitted to the Association and upon motion ordered referred to the Manager of the Car Service Association with power to act.

As the admission of additional lines as members would necessitate an increase of force, it was the sense of the meeting that an effort should be made to induce a sufficient number of the Fast Freight Lines to become members to cover the expense.

Referring to the disagreement of several lines as to points of interchange, Mr. Campbell moved that the Secretary be directed to commu. nicate with the different roads, ascertain the recognized points of interchange, and compile the same for the information of the Joint and Local Car Inspectors.

The minutes of the previous meeting were read and approved.
The committee appointed to formulate a plan for the establishment

of the office of Chief Joint Car Inspector reported as follows:

After going over the ground thoroughly, it is the feeling of the Committee that six of the present car inspectors could be disposed of; viz, at the following points:

(1) from B. & O. in west yard of Big Four.

(1) from Big Four in east yard.

(1) from P. C. C. & St. L. in east Big Four yard.

(1) from Big Four same point.

(1) from Hocking Valley at C. H. V. & T. Transfer.

(1) from P. C. C. & St. L. at same point.

It is the recommendation of the committee, however, that no change be made until the Chief Joint Inspector has familiarized himself with the situation, but should make his own recommendations, being advised of course, of the suggestions made by the committee. The committee has also selected as a suitable man for the office of Chief Joint Car Inspector,

Mr. John Doyle, at present in charge of car repairs on the Big Four. He comes well recommended as a reliable man and is familiar with all points of inspection in the district.

It is further recommended that one of the roads a party to the Joint Inspection, pay the salaries of the Chief Joint Inspector and Clerk; also furnish necessary stationery, etc., and render bill against each road interested for their proportion of the expenses.

It is the feeling of your committee that the Joint Inspector's office should be in the Union Depot, within easy access to telephone and telegraph.

This report was accepted and ordered placed upon the records.

Upon motion, a vote of thanks was extended to the Committee for their work in connection with this subject and the committee continued. The Secretary was instructed to communicate with the representatives of lines having terminal facilities at Columbus for the purpose of ascertaining if they would be willing to pay their proportion of the expenses of the joint inspection bureau on a basis of cars delivered to connecting lines by their respective roads as compared with the total number of cars delivered by all lines.

The subject of ware-house rules was discussed, and upon motion the Secretary was instructed to communicate with representatives of lines members of the Association which have terminal facilities at Columbus, with request that they invite a representative of the Traffic Department of their respective lines to attend the next meeting of this Association for the purpose of further discussing the subject.

The Superintendent of Car Service Association submitted a preliminary report of the operation of the Association for the past year, and upon motion he was directed to send to each member of the Association a copy of the report, and was also authorized to exchange reports with other car service associations.

The results of the operation of the Car Service Association for the past year were highly satisfactory, and a vote of thanks was extended to the Superintendent of the Association for same.

The following bills were approved and paid:

Central Association of Railroad Officers for proportion of expenses for the month of November, $5.09.

J. H. Schwartz for incidental expenses, $2.24.
