CINCINNATI DIVISION Regular Monthly Meeting of the Central Association of Railroad Officers, Cincinnati Division, held in Room 87, Carew Building, Tuesday, January 10th, 1893. Meeting called to order at 10:30 A. M., President Bent in the chair. Visitors: J. M. Arnold, F. M. Lawler, Thomas Ashbrooke, and W. J. Hayes. Reading of minutes of last meeting dispensed with. The special committee on "Duplicate defect card issued by Joint Inspector" was not ready to report, and asked for further time, which was granted. Communication was received from J. Ramsey, Jr., G. M., C. C. C. & St. L. Ry., protesting against the abandonment of the former system of Joint Car Inspection at Cincinnati. It appeared from the discussion that the reasons of the Big Four for desiring to adhere to the former system were that they were not aware of the amendments to the Joint Car Inspection Agreement adopted by the association at its meeting of Dec. 13th. After the subject had been fully explained, Mr. Ramsey offered no objections to the agreement of Joint Car Inspection as now in force. Mr. J. M Arnold, Agent, C. N. O. & T. P. Ry. at Cincinnati, was present, and introduced the subject of inspection of cars between the C. N. O. & T. P. and C. H. & D. Rys. It was the sense of the meeting that such differences should be settled by the individual roads, and the subject was therefore dropped. The Secretary presented a communication making inquiry as to where the Annual Meeting of the Central Association was to be held. It was moved, seconded and carried that the Annual Meeting on Tuesday, Jan. 17th, will be convened at the Burnet House, at 2 P. M. The report of the Joint Car Inspector for the month of December was read. Same received and filed. As the contracts between the Western Union Telegraph Company and the C. H. & D., P. C. C. & St. L. and C. C. C. & St. L. Rys, had not been signed by these roads, the matter was discussed, and it was the sense of the meeting that, as the above contracts were expected to be received in the near future, duly signed by the respective companies, it was not advisable to commence operations for using the wire until such contracts were received by the Secretary. It was moved, seconded and carried that taking effect Jan. 15, all roads carding cars for defects must have printed or stamped on such cards "M. C. B, defect card." The following circular was issued by the O. & M. Ry. under date of Nov. 26th, to agents and connections: "On and after Dec. 1st, 1893, the following method of ordering cars to industries on the O. & M. Road, within the switching limits of Cincinnati (as shown by Cincinnati Carload Special Tariff No. 2, effective June 1st, 1892) will be observed: Cars for industries on the O. & M. Road will be ordered direct by the shipper from the Railroad Company, over which they want to make shipment. For all empty cars so ordered, there must be furnished, in addition to car being carded, (giving number, initial and consignee) a duplicate card or way-bill, which will be authority for collecting. switching charges. All orders in conflict with the above are hereby made void." The following resolution was adopted: Supt. "Resolved, That a copy of the O. & M. order, (also copy of C. H. & D. order, be referred to the Local Freight Agents' Association, with request that they consider the matter, and make report to us of their recommendation as to the best uniform plan of ordering cars." Mr. Peters advised the association that his General Yard Master had lately made an improvement on their connection track by making a double track, using the Water Street Branch for receiving from the west end roads instead of the Front St. Branch, and in that way they had been able to shove up cars quite a distance without inerfering with the Front Street Track. He said at the last meeting he desired to present some interchange rules, but did not do so on account of the time being fully occupied with Joint Car Inspection, and requested a conference with Mr. Rawn, Mr. Gibson, and Mr. Bent, with a view of getting up a set of rules for interchange of cars, and that the roads interested adopt these rules and have same printed. It was agreed to by the gentlemen named to take the suggestion under consideration that the same may be adopted. The President then made a brief resume of the important subjects brought up during the past year and disposed of, including Joint Car Inspection, Telegraph Facilities at Terminals, Resealing of Cars by the Chamber of Commerce, Consolidation of the Dayton territory with the Cincinnati Car Service Bureau, Paying the City Sealer of Weights and Inspector of Scales, Map of Cincinnati, Checking of Billing for Errors and Omissions, and Weighing of all Carload Freight, inbound. and desired to thank the members for leniency they had shown him at all times as presiding officer Mr. Brent Arnold was appointed a committee of one to conduct the President-elect to the Chair. The President, Mr. Rawn, then took the chair, and said: "I certainly appreciate the high honor of being called upon to preside over the deliberations of this interesting association for the incoming year. I must confess I have a great deal of hesitancy in succeeding my eminent friend, because he has conducted the business so well during the year past. I hope, however, with the full assistance of the gentleman you selected as Vice-President, and with the co-operation of the members, that I shall partially, at least, succeed in the duties over which you have elected me to preside. I assure you that my best efforts will be devoted to the success of the association, and trust that I will have the hearty co-operation of all. Mr. Davies, Vice-President, said: I thank you very gratefully for the honor you have conferred upon me in electing me as your VicePresident. It was moved by Mr. Brent Arnold, seconded and carried, that the thanks of the association be returned to the retiring officers who have performed their duties so successfully during the past year.
