REPORT BY THE ECCLESIASTICAL COMMITTEE Upon the Episcopal Pensions Measure, 1926-laid before both Houses of Parliament in pursuance of the provisions of the Church of England Assembly (Powers) Act, 1919 [9 & 10 Geo. 5.], ss. 3 (4) and 4, the Legislative Committee having signified a desire accordingly. ORDERED TO REPORT: That the Ecclesiastical Committee have considered the Measure intituled the Episcopal Pensions Measure referred to them under the provisions of the Church of England Assembly (Powers) Act, 1919. 1. The Measure establishes a scheme of pensions for bishops. The only pensions at present available for bishops are those provided under the Bishops' Resignation Act, 1869, by which a retiring bishop may claim to retain as his pension one-third of the revenue of the see, or £2,000 per annum, whichever be the greater. It is clear that such an arrangement may impose a very serious burden upon the retiring bishop's successor, more especially in the case of newer sees with incomes of £3,000 per annum or less. It is proposed, therefore, to abolish this system altogether, and to establish instead a scheme of pensions to be paid for partly by the bishops themselves, and partly out of a common fund of the Ecclesiastical Commissioners. 2. The provisions of the Measure were previously submitted to the Ecclesiastical Committee in April last in a Measure entitled the Episcopal Incomes and Pensions Measure. This Measure, besides establishing a scheme of pensions, included proposals for dealing with episcopal incomes. The Ecclesiastical Committee, while approving the provisions as to pensions, subjected the other part of the Measure to some criticism, and in consequence it was withdrawn by the Legislative Committee. 3. The Ecclesiastical Committee are informed that all the existing diocesan bishops are willing to give up their vested rights to receive pensions under the Bishops' Resignation Act, and to accept instead the pensions provided by the present Measure. 4. The Ecclesiastical Committee are of opinion that it is desirable that the Measure should become law. They consider that it does not affect prejudicially the constitutional rights of any of His Majesty's subjects.
