VOTE 5. Medical Services. This vote provides for the pay and personal allowances of officers and airmen of the Royal Air Force Medical Service (subject to certain exceptions specified below) and of Princess Mary's Royal Air Force Nursing Service; the fees, etc., of civil medical practitioners, the wages of civil staff employed in hospitals and sick quarters, the cost of medical stores and supplies, payments for treatment in naval, military and civil hospitals, and miscellaneous medical charges. Medical officers and airmen engaged in connection with recruiting are provided for under Vote 1; those on duties in connection with the Royal Air Force Reserve, Special Reserve, and Auxiliary Air Force under Vote 7, and those at the Royal Aircraft Establishment, Farnborough and the Chemical Warfare Establishment, Porton, under Vote 3. Provision for the headquarters staff of the Director of Medical Services is made under Vote 10. Provision for the following services is made under other Votes, viz:— Vote 2. The reductions in the gross provision under this Vote and in the Appropriations-in-Aid are mainly due to the reductions made in the numbers of officers, airmen, nurses and Indian personnel in Iraq. The several rates of pay and allowances are shown in Appendix 3, page 119; the conditions of issue are shown in King's Regulations, Chapters XXXVIII and XXXIX. Officers of the Army Dental Corps are attached to the Royal Air Force with temporary commissions therein, but continue to draw the Army rates of pay and allowances applicable to their Army rank. Rates of Pay for Contract Officers.-A certain number of the officers of the Medical Branch are at present engaged on annual contracts, and receive special rates of pay varying from 600l. to 700l. per annum. Medical Quartermasters.-Serve under the same conditions and at the same rates of pay and allowances (except outfit allowances) as quartermasters in the Royal Army Medical Corps. For outfit allowance, the Royal Air Force rules apply. (See note on Subhead H.) 2. Allowances.-See memoranda on page 6a. There has been a reduction of numbers in Iraq and Palestine, largely offset by an increase in the rates of pay of medical officers in common with similar increases in the Navy and Army Medical Services. The rates of pay and allowances are shown in Appendix 3, page 122; the conditions of issue are shown in King's Regulations, Chapters XXXVIII and XXXIX, and the explanatory remarks on pages 66 and 8a, regarding pay, allowances and insurance are generally applicable. The decrease on this subhead is due to the anticipated reduction of Indian Army personnel in Iraq and of airmen both at home and abroad. |
