INDEPENDENT OFFICES APPROPRIATIONS FOR 1964

The subcommittee met at 10:05 a.m., pursuant to call, in room S-126, U.S. Capitol Building, Hon. Warren G. Magnuson (chairman) presiding.

Present: Senators Magnuson, Allott, Young of North Dakota, and Hruska.

INDEPENDENT OFFICES

STATEMENT OF THE CHAIRMAN

Senator MAGNUSON. The committee will come to order.

The Chair has a very short statement here for the record about the hearing and the timetables.

These hearings begin the consideration of the estimates for 1964, of the agencies under the Independent Offices Appropriations, of which there are 29 that we have to consider, including this one.

The House Appropriations Committee, of course, has heard most of the agencies, but they will not complete their hearings and report on the bill until the House Committee on Science and Astronautics has reported an authorization bill for 1964.

I might say for the record, the Senate Space Committee is now proceeding on the authorization bill over here. So that ought to speed that up a little bit. The reason I am saying this is to let you know when you might have a bill, not like last year, when you waited until October.

So our scheduled hearings have been stretched to the middle of July for all agencies and we hope by that time to get the House report. After we get the House report, each agency will be given an opportunity to advise the committee on changes or the differences in the bills, but I thought we would get the statements and the so-called formal statements out of the way. Then when the House passes the bill, we can sit down and look at what the House did or didn't do, as we usually do. This will save time for everybody.

Normally we have waited until the House passed the bill; then we started. Last year, I think the Senator from Colorado and I got a bill after Labor Day, long after.
