Witwer, Charles S., lawyer, was born near Blue Ball, Lancaster County, Pa., March 17, 1874. He is the son of Henry and Dexteretta Amelia Beecher Weiler Witwer. On his paternal side he is a descendant of emigrants from the Palatinate on the river Rhine, who settled in Lancaster County, Pa., in the early part of the eighteenth century to avoid the religious persecutions in the mother country. On his maternal side he is a descendant of the same family as Henry Ward Beecher. He was educated in the public schools of Lancaster County, Pa.; under the private tutorship of his mother; Franklin and Marshall Academy and Franklin and Marshall College, Lancaster, Pa. He married A. Martha Bullock of Jericho, Vt., June 30, 1910, at Philadelphia, Pa. He was hired on a farm at $8.00 per month at the age of 16. He taught public school at Martindale, Pa., at the age of 17. He was elected Registry Assessor at Lancaster, Pa., at the age of 22. He was admitted to the bar of the Supreme Court of the State of Nebraska Nov. 17, 1898, and practiced law at Omaha, Neb. He was the organizer and president of The Young Men's Republican Club of Colorado in 1904. He was vice-president for Colorado of The National League of Republican Clubs in 1907. He was an alternate delegate to the Republican State Convention, Denver, Colo., 1904. In 1907 he organized the well-known MotherLode Mining Co., gold and silver mines, at Cherry Creek, Nev. In 1914 he was mentioned as a candidate for Governor of Colo

rado by The Colorado Graphic and others. He is a public speaker and debater and has been engaged in the general practice of law and specializing in mining law at Denver, Colo., since 1903. He is a member of the Junior Order of United American Mechanics, Knights of Pythias, Independent Order of Oddfellows, and the Franklin and Marshall College Alumni Association. Wolcott, Josiah O., lawyer, of DuPont Bldg., Wilmington, Del., was born Oct. 31, 1877, in Dover, Del. He was educated in Dover, Del., public schools in 1893, and Wilmington Conference Academy, 1896; Ph.B. from Wesleyan University, Middletown, Conn., in 1901. He has been deputy attorney general of New Castle County, Delaware, from 1909 to 1913. He is now attorney general of Delaware, term beginning January, 1913, to January, 1917.

Wolfe, John Bunyan, furniture manufacturer; born near Piney Flats, Tenn., Oct. 18, 1857; German descent; son of F. M. and Winifred (Shell) Wolfe; father, farmer; paternal grandparents John and Priscilla (Webb) Wolfe, maternal grandparents Andrew and Winifred (Boyd) Shell; received education in the district schools; married Nora E. Hughes October 28, 1886; began life as a farmer boy, working on farm until 18 years of age; later was cabinet maker, his first shop being an open shed, with old planes and saws for tools; he found ready sale for his goods and was soon able to build and equip a small shop; saved part of his income each year and added to his business, and has at present a factory equipped with modern machinery, doing a large business; is president Wolfe Bros. & Co., and interested in several business enterprises in his community; Mason, having filled every office in Blue Lodge; member M. E. Church, South.

Wood, Frederick H., lawyer of 165 Broadway, New York City, was born Jan. 2, 1877, in Lebanon, Me. He was educated at the University of Kansas and at the law school of that institution of learning. In 1905 he entered railway service as assistant attorney of the Kansas City Southern Railway; and in 1910-13 was general attorney and commerce counsel for that road. Since 1913 he has been general attorney and commerce counsel of the Southern Pacific Railway, with headquarters in New York City.

Woods, Frank P., congressman, was born Dec. 11, 1868, in Walworth County, Wis. He was elected to the sixty-first, sixtysecond and sixty-third congresses as a Republican, and resides in Estherville, Ia.

Woods, William Thompson, insurance official; born, New York, July 20, 1851; son of James and Mary E. (Jones) Woods; educated in New York public schools and boarding school in Pittsfield, Mass.; married, New York, April 27, 1898, Mary E. Hulick. Woodward, Frank R., manufacturer, inventor and legislator, of Hill, N.H., was born Feb. 9, 1845, in Salisbury, N.H. He received his education in the district schools and at the Noyes Academy. In 1868 he moved to Manchester, and became superintendent of the Forsaith Latch Needle factory, which business he purchased in 1870, and two years later moved in to the town. of Hill. The following year he sold out the needle business and engaged in the manufacture of glasscutters and other light hardware, for which a world-wide reputation has been established. He has done much to advance the prosperity of his city; gave them Pleasant Hill Cemetery, and built a system of water works.
