Joseph P. Addabbo (chairman of the subcommittee) presiding. OPENING STATEMENT OF CHAIRMAN ADDABBO Mr. ADDABBO. The Subcommittee on Minority Enterprise and General Oversight of the Small Business Committee will come to order. There is no doubt that the quality and cost of transporting goods is vital to the commerce of this country. Railroads have traditionally played an important role in the course of commerce and are, therefore, integral to the operations of many business concerns, both large and small. This committee has persistently held the belief that small businesses are, by their very nature, the most susceptible to adverse economic pressures. Therefore, the plights of small business are not only significant because small business is critical to the preservation of competition, but also because their troubles serve as the barometer of economic health for our Nation as a whole. This subcommittee is in receipt of numerous complaints from small businesses relative to the quality and cost of service provided by ConRail. We shall hear these complaints from some of our witnesses and shall explore in detail the merits of their contentions. We shall also receive testimony from the Interstate Commerce Commission and ConRail itself in order to fully assess the magnitude and nature of the issues before us. The Federal taxpayers have spent enormous sums to support ConRail and still more funds are now being requested. I hope that these hearings will, in some way, make clear to our citizens what they have purchased with their hard-earned money. Since small business represents such an important force in our economy and is a true reflector of surfacing economic ills, I can think of no better way to present the facts to the public than by reviewing in depth the small business experience with ConRail.
