Whereas We have deemed it expedient that a Commission should forthwith issue generally to examine and report on the present conditions of agricultural and rural economy in British India, and to make recommendations for the improvement of agriculture and to promote the welfare and prosperity of the rural population; in particular, to investigate :-(a) the measures now being taken for the promotion of agricultural and veterinary research, experiment, demonstration and education; for the compilation of agricultural statistics; for introduction

of new or better crops and for improvement in agricultural practice, dairy farming and breeding of stock; (b) the existing methods of transport and marketing of agricultural produce and stock; (c) the methods by which agricultural operations are financed and credit afforded to agriculturists; (d) the main factors affecting the rural prosperity and welfare of the agricultural population; and to make recommendations subject to the limitations that it will not be within the scope of the Commission's duties to make recommendations regarding the existing systems of land ownership and tenancy or of assessment of land revenue and irrigation charges, or the existing division of functions between the Government of India and local Governments; but the Commission shall be at liberty to suggest means whereby the activities of the Governments in India may best be co-ordinated and to indicate directions in which the Government of India may usefully supplement the activities of the local Governments:

Now Know Ye, that We, reposing great trust and confidence in your knowledge and ability, have authorised and appointed, and do by these Presents authorise and appoint you, the said Victor Alexander John, Marquess of Linlithgow (Chairman); Sir Henry Staveley Lawrence; Sir Thomas Middleton; Sir Lala Ganga Ram; Sir James MacKenna: Hubert Calvert; Raja Sri Krishna Chandra Gajapathi Narayana Deo Garu; Nagendra Nath Gangulee; Lodhi Karim Hyder and Balkrishna Sitaram Kamat to be Our Commissioners for the purposes of the said inquiry:

And for the better effecting the purposes of this Our Commission, We do by these Presents give and grant unto you, or any three or more of you, full power, at any place in Our said United Kingdom of Great Britain and Ireland, or in India, to call before you such persons as you shall judge likely to afford you any information upon the subject of this Our Commission; and also, whether in Our said United Kingdom or in India. to call for information in writing, to call for, have access to and examine all such books, documents, registers and records as may afford you the fullest information on the subject, and to inquire of and concerning the premises by all other lawful ways and means whatsoever:

And We do by these Presents authorise and empower you, or any one or more of you, to visit and personally inspect such places as you may deem it expedient so to inspect for the more effectual carrying out of the purposes aforesaid:

And We do by these Presents will and ordain that this Our Commission shall continue in full force and virtue, and that you, Our said Commissioners, or any three or more of you, may from time to time proceed in the execution thereof, and of every matter and thing therein contained, although the same be not continued from time to time by adjournment:

And We do further ordain that you, or any three or more of you, have liberty to report your proceedings under this Our Commission from time to time, if you shall judge it expedient so to do:
