AGREEMENT between Great Britain and Portugal, modifying the Postal Money Order Agreement of January 17, 1883.* Signed at Lisbon, February 3, 1898.† THE Government of Her Majesty the Queen of the United Kingdom of Great Britain and Ireland and the Government of His Majesty the King of Portugal and the Algarves, being desirous of modifying the Agreement for the exchange of Money Orders between the two countries, which was signed at Lisbon on the 17th of January, 1883, have agreed as follows:ART. I. The Articles III, IV, XI, XV, and XXII of the above-mentioned Agreement are abrogated, and are replaced by the following Articles : III. The maximum amount for which a Money Order may be drawn shall be 107. sterling, or its equivalent in Portuguese money, at the rate of exchange which shall be decided upon for this service. IV. The Portuguese Administration shall periodically fix the rate of conversion of sterling into Portuguese money, and of Portuguese money into sterling, in accordance with the variations in the course of exchange in the Lisbon market. The rate of conversion shall be notified to the British Administration on each list of Money Orders drawn on the United Kingdom. XI. The two offices of exchange shall communicate to each other, daily, the sums received in each of the two countries for payment in the other. These sums shall always be shown in sterling money, and shall be advised on forms similar to that annexed hereto, and marked "List A." Nevertheless, there shall never be entered on the lists above-mentioned sums received relating to two different months. Sums received towards the end of a month, and not reaching the office of exchange until the first days of the following month, shall be entered and communicated to the office of exchange of the country where they are payable in separate lists, supplementary to the ordinary lists, dated the last day of the month in which the sums were received. A blank form of list shall be transmitted on any day on which there may be no transactions to announce. XV. As soon as the lists shall have reached the English receiving office of exchange, that office shall prepare internal Money Orders in favour of the payees, and for the amounts specified in the lists, and shall forward them to the payees, or *See Vol, 15. Page 309. + Signed also in Portuguese. to the paying offices in conformity with its own arrangements for regulating the payment of Money Orders. The Portuguese receiving office of Exchange shall proceed in the same manner, after having converted each of the amounts entered on the lists into Portuguese currency at the rate of exchange which shall be determined for that purpose, and which shall be based upon the variations in the course of exchange in the Lisbon market. XXII. When the Portuguese office has to pay to the British office the balance of the general account, it shall pay such balance at the same time that it sends the general account; and a similar course shall be followed by the British office when it returns the duplicate of the general account accepted. When the balances are due to Portugal, payment shall be made by means of bills on Lisbon to the order of the DirectorGeneral of Posts and Telegraphs, drawn in Portuguese money at the exchange current in the London market on the day of remittance. When they are due to the United Kingdom, payment shall be made by means of bills on London, drawn in sterling money, to the order of the Postmaster-General. II. The new arrangements to which the preceding Articles refer shall come into operation on a date to be fixed by arrangement between the Postal Administrations of the two countries. IN the month of September last you informed me that the Government of His Most Faithful Majesty desired to confirm, by an exchange of Notes, the delimitation of the frontier between the British and the Portuguese possessions in Amatongaland, and I now have the honour to state that Her Majesty's Government accept the work of the Anglo-Portuguese Commissioners, who have delimited the frontier on the spot, and have placed beacons to show it, as the definitive settlement of the frontier in question. On receiving an assurance of corresponding tenour from you, Her Majesty's Government will consider the matter as closed. I have, &c., SALISBURY.
