has been uniformly followed, but they see no reason why the contractor should not be required to allow to the Department concerned some discount or interest on any sums so paid, though not necessarily the full rate that he would pay in the market for temporary accommodation, and they suggest that a stipulation to this effect might, where necessary, be introduced into future contracts.

87. Now that the complications arising out of the War have so largely disappeared, the Committee express the hope that it will be possible to issue the Appropriation and other accounts for next year at earlier dates than in recent times, and so enable the Committee to complete its work at an earlier stage of the session.

The Committee considered a letter (see Appendix 3 to the Report) addressed to the Chairman by the Treasury on the subject of proposed alterations in the form of Air Ministry Estimates.
