SIR: The act of Congress entitled "An act making appropriations to provide for the expenses of the government of the District of Columbia for the fiscal year ending June 30, 1881, and for other purposes," approved June 4, 1880 (21 Stat., 156), provides, among other things, that Hereafter the Superintendent of the Government Hospital for the Insane shall make a report to Congress annually at the beginning of each regular session, which shall show in detail the receipts and expenditures for all purposes connected with the hospital for the fiscal year preceding such session. In compliance with the requirements of the statute I have the honor to inclose herewith a copy of a letter from Dr. William A. White, Superintendent of the Government Hospital for the Insane, dated August 24, 1914, transmitting the financial report contemplated by the above-mentioned section of the act of June 4, 1880.
