1 ment or agency for a portion of the cost incurred in such 2 cooperative efforts.

3 "(g) The Working Group shall transmit to each House 4 of the Congress an annual report not later than January 31 5 of each calendar year beginning after 1981. Each such report 6 shall contain a detailed statement of the findings and conclu7 sions of the Working Group regarding the implementation, 8 during the previous fiscal year, of the current strategy devel9 oped by the Working Group under subsection (b), any recom10 mendations of the Working Group for revision of such strat11 egy, and any recommended legislation to improve the rural 12 development effort of the Federal Government. With respect 13 to the recommendations of the President regarding the 14 budget for the first fiscal year beginning after the date on 15 which each such report is transmitted to the Congress and 16 with respect to all of the projections of the President regard17 ing the budget for subsequent fiscal years which are available 18 before such date, each such report shall contain an analysis 19 of such recommendations and projections regarding the 20 budget which are relevant or essential to such strategy.

"(h) There are hereby authorized to be appropriated 22 such sums as may be necessary to carry out the purposes of 23 this section.

"(i) Not later than six months after the date of the enactment of the Rural Development Policy Act of 1979, the President of the United States shall appoint a Rural Development Advisory Committee to provide recommendations on all aspects of rural development and otherwise assist the Working Group in its work. The Committee shall include representatives of States, regional and local units of government, farmers, rural residents, and other groups and organizations who can provide expertise in rural development matters. The Committee shall be convened during development

of the strategy under subsection (b), and prior to any

subsequent revision of such strategy.

"SEC. 608. DUTIES OF THE SECRETARY.-Section

2 526(b) of the Revised Statutes (7 U.S.C. 2204(b)) is amended

"(1) striking out the second sentence thereof;

"(2) striking out 'and' after 'rural housing,'; and

"(3) striking out the period at the end thereof and inserting, and technology appropriate to small and moderate-sized family farming operations and any other problem which the Secretary may determine has an effect upon economic development or the quality of life in rural areas.'

"SEC. 609. RURAL DEVELOPMENT GRANTS.-Section

20 "SEC. 610. Section 901 of the Agricultural Act of 1970 21 (Public Law 91-524; 84 Stat. 1383; 42 U.S.C. 3122) is 22 amended (1) by striking out the last sentence of subsection (b) 23 thereof, and (2) by striking out subsections (c) through (e) and 24 redesignating subsection (A-as-subsection (c).

1 "SEC. 611. FARMERS HOME AND RURAL DEVELOP2 MENT ADMINISTRATION.-(a) Section 331 of the Consoli3 dated Farm and Rural Development Act (7 U.S.C. 1981) is 4 amended by striking out 'Farmers Home Administration,' 5 and inserting in lieu thereof 'Farmers Home and Rural De6 velopment Administration,'.

7 "(b) Any reference in any other Federal law to the 8 Farmers Home Administration or the Administrator of the 9 Farmers Home Administration shall be deemed to be a refer10 ence to the Farmers Home and Rural Development Adminis11 tration or the Administrator of the Farmers Home and Rural 12 Development Administration, respectively.

"(c) The Administrator of the Farmers Home Adminis

14 tration on the effective date of this Act shall not have to be 15 reappointed to such office by reason of the amendments made 16 by this section.

"(d) On the effective date of this Act, the Farmers

18 Home and Rural Development Administration shall succeed 19 to all the rights, duties, powers, and obligations of the Farm20 ers Home Administration.".

EXTENSION OF TITLE V

SEC. 3. Section 503 of the Rural Development Act of

(1) in subsection (a) by striking out "three" and "1979" and inserting in lieu thereof "five" and

"1981"; and

(2) in subsection (c) by striking out "and September 30, 1979" and inserting in lieu thereof "September

30, 1979, September 30, 1980, and September 30, 1981".

RURAL DEVELOPMENT AND SMALL FARM RESEARCH AND

EDUCATION

SEC. 4. Section 507(b) of the Rural Development Act of the Commonwealth of the Northern Mariana Islands, 11 1972 (7 U.S.C. 2667(b)) is amended by inserting ", Guam, American Samoa,

12 the Virgin Islands," after "several States".

SEC. 5. Section 603(c) of the Rural Development Act of

14 1972 (7 U.S.C. 2204a) is amended—

(1) by striking out paragraph (2); and

(2) in paragraph (1), by striking out "(1)" after "(c)" and by redesignating subparagraphs (A) and (B), including all references thereto, as paragraphs (1) and (2) respectively.

EFFECTIVE DATE

SEC. 6. The provisions of this Act shall become effective
