Appointments, Etc. Mr. JAMES FRASER BROMHAM, solicitor, of Barnstaple and Ilfracombe, has been appointed Deputy Coroner for the Borough of Barnstaple. Mr. Bromham was admitted a solicitor in 1856. Mr. ROBERT DONNELL, barrister, has been appointed Assistant Secretary to the Royal Commission on the Irish Land Acts. Mr. Donnell was called to the bar in Ireland in 1864, and practises on the North-East Circuit. He is one of the prosecuting Crown counsel for the counties of Louth and Drogheda, and professor of jurisprudence and political economy at Queen's College, Galway. Mr. DAVID REES LEWIS, solicitor (of the firm of Lewis & Jones), of Swansea and Merthyr Tydvil, has been appointed Registrar of the Merthyr Tydvil County Court (Circuit No. 30), in succession to Mr. James Ward Russell, deceased. Mr. Lewis was admitted a solicitor in 1846. He was called to the bar at the Inner Temple in Easter Term, 1871, and he practises on the Oxford Circuit, and at the Staffordshire and Wolverhampton Sessions. Mr. ALFRED WILLS, Q.C., has been appointed the first Recorder of the Borough of Sheffield, at a salary of £200 a year. Mr. Wills is the son of the late Mr. William Wills, solicitor, of Birmingham. He was educated at University College, London, and he graduated B.A. of the University of London in 1849. He was called to the bar at the Middle Temple in Michaelmas Term, 1851. He became a Queen's Counsel in 1872, and he practises on the North-Eastern Circuit. Mr. Wills is a bencher of the Middle Temple, a member of the Incorporated Council of Law Reporting, and examiner in common law and the law of evidence at the University of London. Companies. Aug 11 [Gazette, Aug. 17.] The Queen in Council has granted to Sheffield the right to hold a separate court of quarter sessions. The case of De Metz v. Watson, which was remitted from the High Court of Justice by Mr. Justice Field for trial at the Birmingham County Court, came on for hearing before Mr. Motteram, Q.C., last Monday. Mr. Morton Daniel (Midland Circuit), instructed by Messrs. Powell & Browett on behalf of Mr. Hope (London), appeared for the plaintiff; Mr. R. McConnell (Northern Circuit) appeared for the defendant Bartlett; Mr. Underhill, Q.C., with him Mr. Haden Corser (instructed by Mr. W. A. Green, Wolverhampton), for Messrs. Skidmore and Burkett; and Mr. Hugo Young (instructed by Mr. Ewart Jukes, London), for Mr. Barrow. The statement of claim set forth that the plaintiff was a civil engineer residing at Dalston, that the defendants Watson and Bartlett were respectively solicitors in practice at Liverpool, the defendant Barrow, a solicitor of Wolverhampton, the defendant Skidmore, an auctioneer and money-lender at Wolverhampton, the defendant Wingfield, a dog trainer, late of Priestfield, near Wolverhampton, and the defendant Burkett, an auctioneer at Wolverhampton; that in August, 1875, a petition in bankruptcy was presented against the plaintiff at the county court of Lancashire, holden at Liverpool, and upon such petition the plaintiff was adjudicated a bankrupt on or about the 7th day of September, 1875. The statement of claim further set forth that in some bankruptcy proceedings presented on the part of the plaintiff in 1875 in the county court of Lancashire, holden at Liverpool, Wingfield was appointed trustee, and that Wingfield, with the other defendants, concocted a document purporting to be a report made by Wingfield as trustee, alleging that plaintiff had been guilty of certain offences under the Debtors Act. Plaintiff claimed £2,500 for damages. The counsel representing the defendants made an ample apology to Mr. De Metz, and withdrew all imputations upon his character. The case was struck out. At the Bradford County Court recently, the judge (Mr. W. T. S. Daniel, Q.C.), remarked that a case had been privately mentioned to him in which the registrar of the court had refused to register certain resolutions which were passed by a statutory majority of creditors at a second meeting in which an alteration was made in the resolution passed at the first meeting. In reference to this he would lay down a rule that, if a majority at the second meeting of creditors amended the terms of a resolution passed at the first meeting, the alteration must be confirmed by a special resolution passed at a special meeting called for the purpose. In the House of Commons, last Tuesday, Mr. Bradlaugh asked whether the magistrates at West Hartlepool had not rejected the evidence of one John W. Wilkins on the ground that he was a freethinker. Sir W. Harcourt wished to point out that this was not a question which ought to be put to the Secretary of State. It was founded on a misapprehension of his functions with reference to the action of magistrates. The Secretary of State by advising the exercise of the prerogative of mercy had a certain control over sentences, but he had no control over the administration of the law; that was a thing that was governed by law, and by those who were authorized to declare the law. If he should express an opinion upon a purely legal question of that kind he should be exercising a jurisdiction that did not belong to him. If the magistrates had done wrong in admitting evidence which they ought not to have admitted, that could be cured by an appeal to a court of law. If they had refused evidence which they should have received, that could be met by an application for a mandamus ordering them to receive the evidence. Questions of this kind ought to be decided by a court of law, and if he took it upon him to decide the question, he would assume an authority which did not belong to him. Lord Justice Bramwell has addressed the following letter to the editor of the Times :-Sir,-On Wednesday last a letter written by me appeared in the Times. It was not written for publication, to which, however, I do not object, save that is not quite clear without the letter to which it is an answer. Favour me by letting me say that I never suggested that railways should be relieved from their obligation to carry safely and securely. That is an obligation which has nothing to do with the questions now debating about master and servant. Grant me a further favour. You say in a leading article that my prediction in the letter that the proposed Employers' Liability Bill "will produce litigation, quarrels, ill-will, fraud, and other mischiefs" is scarcely a calm, judicial view of the probabilities of the case. Permit me to withdraw that prediction and substitute for it yours in the leading article in question. Yet another boon. It is wonderful to hear repeated the phrase, “doctrine of common employment," and find Sir H. Giffard talking of doing away with such "doctrine." The expression is unmeaning. There is no such "doctrine." At present a master is not liable to a servant for injury from a fellow-servant's negligence, because he, the master, has not agreed to be so. He might so agree now.
