FIRST-CLASS-Letters and all other written matter, whether sealed or unsealed, and all other matter, sealed, nailed, sewed, tied, or fastened in any manner so that it cannot be easily examined, 2 cents per half ounce or fraction thereof. Postal cards, 1 cent each. Postal cards are unmailable with any writing or printing on the address side, except the direction, or with anything pasted upon or attached to them. Exception: A printed label may be used in lien of manuscript address. SECOND-CLASS-Only for publishers and news agents. THIRD-CLASS-Printed matter, in unsealed wrappers only, (all matter inclosed in notched envelopes must pay letter rates), 1 cent for each two ounces or fraction thereof, which must be fully prepaid. This includes books, circulars, chromos, engravings, hand-bills, lithographs, magazines, music, newspapers, pamphlets, proof-sheets and manuscript accompanying the same, reproductions by the electric pen, hektograph, metallograph, papyrograph, and, in short, any reproduction upon paper. Limit of weight four pounds, except for a single book, which may weigh more. NOTE-Productions by copying press or the type-writer are first-class. FOURTH CLASS-All mailable matter not included in the three preceding classes which is so prepared for mailing as to be easily withdrawn from the wrapper and examined. Rate, 1 cent per ounce or fraction thereof. Limit of weight, four pounds. Full prepayment compulsory Labels, patterns, photographs, playing cards, visiting cards, address tags, paper sacks, wrapping paper with advertisements printed thereon, Dill heads, letter heads, envelopes and other matter of the same general character, the printing upon which is not designed to instruct, amuse, cultivate the mind or taste or impart general information, are articles of merchandise, and rate as fourth-class matter, UNMAILABLE. Obscene books, letters, papers, pictures and postal cards; lottery circulars and let. ters; liquids, gunpowder and other explos ives; live animals, poisons, and any article iable to injure the mails or the persons of Those handling them. PERMISSIBLE WRITING. No writing is permitted on third or fourth class matter except as follows: The name and address of sender on the outside or inside of package, preceded by the word "from." On the wrapper may also be written the names and number of articles inclosed. The sender is further allowed to mark a word or passage in a book or paper to which he desires to call special attention. He may also write a simple inscription or dedication upon the cover or biank leaves of a book or pamphlet. There may be attached to articles of merchandise, by tag or label, a mark, number, name, or letter for purpose of identification. Printed circulars may contain the written names of the sender and addressee, with the date. Any other writing on third or fourth class matter will subject the package to letter rates of postage, and render the sender liable to a fine of $10 for each offence. RATES OF POSTAGE TO CANADA. [The Dominion of Canada embraces all the British North American Provinces except Newfoundland.] LETTERS AND POSTAL CARDS-Same rates and conditions of prepayment of postage as for domestic letters and postal cards. OTHER MATTER-Same rates and conditions of transmission as for matter for delivery within the United States, except that MERCHANDISE IS RIGIDLY EXCLUED. Samples of merchandise are mailable, but they must not exceed eight ounces in weight, and are subject to a postage of 10 cents each. They must also be strictly specimens of goods for sale. TO OTHER FOREIGN COUNTRIES. The limit of dimensions and weight for parcels addressed to foreign countries is not Great Britain and Switzerland the maxiuniform, For example, to Belgium, France, 12 ounces, and the limit of size is 12x8x4 mum weight for samples of merchandise is inches; while to Austria, Germany, Prussia, Norway, Sweden, Denmark and other coun tries of the Postal Union the maximum size is 8x4x2 inches, and the weight is limited to 834 ounces.
