Docks, Wharves, and Quays-On the north side of the River Wear at Sunderland, in Durham, and on both sides of the Tyne, dividing Durham and Northumberland, and on the rivers Blyth and Coquet in Northumberland, there are a number of places where private coal shipping is carried on by the colliery companies. No accident has been reported as occurring at any of them during the past year, nor have any complaints been received. As opportunity offered, many of them have been inspected and the regulations for docks, wharves, quays, &c., made under the Factory Act, were found to be complied with.

In Cumberland the coal is all shipped at public docks.

Examinations for Managers' Certificates.-The constitution of the Board has undergone no change, and is as follows:

The examiners are Messrs. J. Simpson, J. H. Merivale, and R. W. Berkley. At the annual examination held in Newcastle-on-Tyne on the 3rd and 4th January, 1907, of 37 candidates for 1st class certificates examined, 22 were successful; and of 50 candidates for 2nd class certificates examined, 28 were successful.

At a meeting of the Board on the 17th February, 1906, Mr. R. W. Berkley, of the Marley Hill Collieries, was appointed an examiner in room of Mr. G. May, whose resignation, on account of failing eyesight, I intimated in my report last year.

Exemptions. The following exemptions were granted during the year :

By the Secretary of State. An exemption dated 10th January, 1906, from provisions prohibiting single shafts or outlets for Brayton Knowe Colliery, Cumberland, given under Section 18 (iii.) (a) of the Coal Mines Regulation Act, 1887, and expiring on 30th June, 1906.

An extension of the foregoing exemption dated 3rd July, 1906, to expire on 31st December, 1906.

An exemption dated 24th January, 1906, from provisions prohibiting single shafts or outlets for Wall Colliery, Northumberland, given under Section 18 (iii.) (a) of the Coal Mines Regulation Act, 1887, and expiring on 31st July, 1906.

An extension of the foregoing exemption dated 20th August, 1906, to expire on 31st January, 1907.

An exemption dated 3rd July, 1906, from provisions requiring the weighing of mineral for Gubeon Colliery, Northumberland.

An exemption dated 29th October, 1906, from provisions prohibiting single shafts or outlets for Row Moor Colliery, Cumberland, given under Section 18 (iii.) (a) of the Coal Mines Regulation Act, 1887, and expiring on 30th April, 1907.

In my report for last year I mentioned that for the first time since 1900 an increase was shown in the number of persons employed in metalliferous mines. I have again to chronicle a further addition, the total for the present year being 618 in excess of those employed in 1905.

A net increase of 41,302 tons on the output of the previous year is indicated by the above total.

Iron ore is chiefly responsible for the improvement, as gypsum, lead ore, zinc ore, and slate show reductions.

Iron ore being the principal mineral produced at metalliferous mines in this District, I give the figures for these mines separately, as well as the totals for the previous five years.

The improvement in the iron trade mentioned in my report for last year has continued, and the end of the year 1906 has probably seen better prices ruling for iron ore than at any period since the "good times" of the early seventies.

This is reflected by an increase of 558 in the number of persons employed at these mines, and an output improved to the extent of 42,186 tons.

SECTION III.
ACCIDENTS.

Six fatal accidents caused as many deaths. All except one occurred underground. Four of the accidents occurred at iron ore mines in Cumberland; one, the surface accident, at an iron ore mine in Lancashire; and the remaining case was at a lead and zinc ore mine in Cumberland.

The death-rate from accidents per 1,000 persons employed during the year 1906 is (1) below ground 0.87; (2) above ground 0.41; (3) below and above ground 0.73.
