The Council of the Incorporated Law Society have accordingly given class certificates and awarded the following prizes of books:: To Mr. Wilson-Prize of the Honourable Society of Clement's-innvalue 10 guineas; and the Daniel Reardon prize-value about 25 guineas. To Mr. Smith-Prize of the Honourable Society of Clifford's-ian--value 10 guineas. The council have given class certificates to the candidates in the second class. The number of candidates who attended the examination was thirty five. LEGAL NEWS. OBITUARY. Sir GEORGE DEAS, formerly a judge of the Court of Session in Scotland, died at 32, Heriot-row, Edinburgh, on the 7th inst., after a long illness, in his 83rd year. Sir G. Deas was the son of Mr. Francis Deas, of Falkland, Fifeshire, and was born in 1804. He was educated at the University of Edinburgh, and he was admitted a member of the Faculty of Advocates in Scotland, 1828. He rapidly acquired a good practice. He filled the office of advocate depute from August, 1840, till September, 1841, and he was reappointed to that post in 1846. He was sheriff of the counties of Ross and Cromarty in 1850, and in the following year he was appointed Solicitor-General for Scotland under Lord John Russell's administration. In 1853 he was appointed a Lord Ordinary, assuming the honorary title of Lord Deas, and in the following year he became a Lord of Justiciary. In 1858 he received the honour of knighthood, and about a year later he became a judge of the first division of the Court of Session. In 1885, after thirty-one years of judicial service, he retired on a pension. Sir G. Deas had been twice married, his second wife having been the widow of Sir Benjamin Outram, C. B., M.D. Mr. WILLIAM LATHAM, Q.C., has been appointed Standing Counsel to the Bank of England, in succession to Mr. Justice Kekewich. Mr. Latham is the eldest son of Mr. Alfred Latham, and was born in 1836. He was educated at Trinity College, Cambridge, where he graduated in the second class of the classical tripos in 1859. He was called to the bar at Lincoln's-inn in Easter Term, 1860, and he practises in the Chancery Division. He was appointed a Queen's Counsel in 1896. Mr. JOHN PETER BLIGHT, solicitor (of the firm of Nicolls & Blight), of Plymouth and Callington, has been appointed Solicitor to the Callington Water Co., in succession to Mr. John Peter, resigned. Mr. Blight was admitted a solicitor in 1879. Mr. THOMAS MAYNARD How, solicitor, of Shrewsbury, has been elected President of the Shropshire Law Society for the ensuing year. Mr. How is clerk to the Shrewsbury School Board. He was admitted a solicitor in 1846, and he is in partnership with his son, Mr. William Maynard How. Mr. HENRY MEREDYTH PLOWDEN, senior judge of the Chief Court of the Punjaub, has recived the honour of Knighthood. Sir H. Plowden is the second son of Mr. George Augustus Chichele Plowden, of the Bengal Civil Service, and was born in 1841. He was educated at Harrow and at Trinity College, Cambridge, where he graduated in the second class of the classical tripos in 1863, and he was called to the bar at Lincoln's-inn in Trinity Term, 1866. Mr. WILLIAM GERALD SEYMOUR FITZGERALD, barrister, who has been created a Companion of the Order of the Star of India, is the eldest son of the Right Hon. Sir William Seymour Fitzgerald, G.C.S.I., and was born in 1831. He was educated at Oriel College, Oxford. He was called to the bar at Lincoln's-inn in Trinity Term, 1865, and he was formerly a member of the Home Circuit. He was private secretary to his father when Governer of Bombay, and in 1874 he was appointed political Aidede-Camp to the Secretary of State for India. Mr. DENNIS FITZPATRICK, barrister, who has been created a Companion of the Order of the Star of India, is the second son of Mr. Thomas Fitzpatrick, of Dublin, and was born in 1837. He was educated at Trinity Easter Term, 1872. He has been a member of the Bengal Civil Servic College, Dublin, and he was called to the bar at the Inner Temple i Legislative Department. since 1859, and he is now secretary to the Government of India in the Mr. SYED AMEER ALI, barrister, who has been created a Companion of the Order of the Indian Empire, was called to the bar at the Inner Temple at the Presidency College, Calcutta, and he was appointed a member of in Hilary Term, 1873. He was formerly lecturer in Mohammedan Law the council of the Governor-General of India in 1884. Mr. GEORGE F. HUGGINS (of the firm of Huggins & Rutland), of Roll'schambers, 89, Chancery-lane, has been appointed a Commissioner to administer Oaths in the Supreme Court of Judicature. Mr. Huggins was admitted in 1880. Mr. HENRY LELAND HARRISON, barrister, has received the honour of Knighthood. Sir H. Harrison is the second son of the Rev. James Hare. wood Harrison, rector of Baybrook, Northamptonshire, and was born in 1838. He was educated at Westminster and at Christ Church, Oxford, and he was called to the bar at Lincoln's-inn in Michaelmas Term, 1870. He has been for many years a member of the Bengal Civil Service, and he is chairman of the Calcutta Corporation and commisioner of Calcutta police. Mr. CHARLES EDWARD LEWIS, solicitor, who has been elected M.P. for the Northern Division of the County of Antrim in the Conservative interest, is the third son of the Rev. George William Lewis, and was born in 1825. He was educated at St. Saviour's Grammar School, Southwark. He was admitted a solicitor about the year 1848, and he was for many years the head of the firm of Lewis, Munns, & Longden, of Old Jewry. Mr. Lewis was M.P. for the borough of Londonderry from 1872 till last November, when he was unseated on petition. GENERAL. Mr. Ernest Egbert Blyth, B.A., of Norwich, solicitor, was a successful candidate at the last examination of the University of London for the degree of Doctor of Laws. We are informed that during the last ten years only seven candidates have succeeded in passing this examination. Roberts, of Carnarvon, was charged, at the instance of the Incorporated At the Carnarvon Borough Police Court, on the 14th inst., John J. Law Society, with wilfully and falsely pretending to be a solicitor. Mr. David Owen (Bangor), secretary of the Anglesey and Carnarvonshire Law Association, prosecuted, and Mr. Lloyd Carter (Carnarvon) defended. In stating the case for the prosecution Mr. Owen said that the defendant who wilfully and falsely pretends to be or takes or uses any name with was charged under section 12 of the 37 & 38 Vict. c. 68: "Any person attorney or solicitor, or that he is recognized by law as so qualified, sball addition or description implying that he is duly qualified to act as an exceeding £10 for each such offence." On the 26th of November, 1886, the be guilty of an offence under this Act, and be liable to a penalty not defendant wrote the following letter to a lady residing at Prestatyn, demanding payment of a certain sum of money:- "22, Castle-square, Carletters and note their contents. You do not seem to care about carrying narvon, 26th November, 1886.-Dear Madam,-I am in receipt of your out your promises, therefore I have to give a final notice that, unless the full amount is remitted on or before Tuesday next, the 30th inst., I shall issue a writ against you without further notice.-Yours truly, JOHN J. ROBERTS. Mrs. Evidence was given of the receipt of the letter, that no offence had been made out, as the prosecution had failed to prove and proof of the handwriting.-Mr. Carter, for the defendant, submitted that the defendant had acted wilfully and falsely. The bench imposed a penalty of £2 158., including costs. On the 11th inst., in the House of Commons, Mr. M. Healy asked the Secretary of State for the Home Department whether his attention had been called to the further observations in reference to English winter assize arrangements made by Mr. Justice Grantham at Hertford; whether it was the fact, as stated by the learned judge, that there had been cases in which, owing to the transfer of prisoners and witnesses from one county to another, the prosecution of a petty larceny had cost as much as £100; whether other English judges entertained and had expressed views similar to those of Mr. Justice Grantham; and when the decision of the Lord Chancellor as to the rearrangement of circuits might be expected. Mr. Matthews said he had seen the observations reported in the newspapers. As to the second part of the question, he was informed by the examiner of costs that he knew of no case in which the costs of a prosecution for petty larceny amounted to £100, and that the average cost of such prosecutions was under £15. As to the third part of the question, he was not able to say whether other English judges agreed with the views expressed by Mr. Justice Grantham. And as to the last part of the question, a committee of judges were now considering the subject, and their decision might be expected shortly. A Sussex magistrate has since written to the Times to say that the costs in the case referred to were £80. A prospectus has been issued of the "Allison Ranch" Gold Mine (Limited); capital, £250,000 in shares of £1 each. The purchase price of the property (situated in California) is £210,000, of which £83,000 is to be paid in shares, and £127,000 in cash or shares at the option of the directors.
