CIVIL SERVICES.

CLASS II. VOTE 5.-Foreign Office.-The Gross Excesses over Grants amounted to £2,792 17s. Od. Of this total the sum of £2,041 6s. 11d. has been met, with Treasury Sanction, from Savings on other Subheads, leaving a net Excess of Expenditure over Gross Estimate of £751 10s. 1d. Parliamentary Authority is sought to appropriate in aid of this sum £741 10s. 1d., part of the receipts realised in excess of the Estimate, leaving a nominal sum of £10 to be Voted.

The principal Excess arises on Subhead C. (Messengers' Travelling Expenses), and is mainly due to the cost of extra journeys to Geneva for the purpose of maintaining communication with British representatives at League of Nations meetings, and to the increased cost of continental fares on the regular weekly journeys.

CLASS VI. VOTE 3.-Old Age Pensions.-The Gross Excesses over Grants amounted to £17,954 15s. Od. Of this total the sum of £2,226 7s. 9d. has been met, with Treasury Sanction, from Savings on other Subheads, leaving a net Excess of Expenditure over Gross Estimate of £15,728 7s. 3d. There was also a deficiency of £345 8s. 9d. in Appropriations in Aid realised as compared with the Estimate, making a total amount required to be Voted of £16,073 16s. Od.

The principal Excess Expenditure arises on Subhead A, (Pensions) and is due to an unexpected influx of new pensioners during the March Quarter 1926.

REVENUE DEPARTMENTS. VOTE 3.-Post Office.-The Gross Excesses over Grants amounted to £383,845 17s. 10d. Of this total the sum of £276,038 4s. Od. has been met, with Treasury Sanction, from Savings on other Subheads, leaving a net Excess of Expenditure over gross Estimate of £107,807 13s. 10d. Parliamentary authority is sought. to appropriate in aid of this sum the receipts realised in excess of the Estimate, amounting to £26,341 17s. 7d. leaving £81,465 16s. 3d. to be Voted.

The principal Excess arises on Subhead I (Engineering Services), and is mainly due to the exceptionally heavy expenditure incurred on Storm Repairs.

The War Office figures do not include the Staff of certain of the out-lying branches of the War Office. The total Non-Industrial Staff not covered by these figures was 3,135 Clerical and 2,591 Technical, etc., on 1st October, 1926.

The Air Ministry figures do not include Units and Command Offices etc., the Staff of which

numbered 2,286 on 1st January, 1927.

The Labour Ministry figures do not include Branch Managers, who are paid by fees, and numbered 740 on 1st January, 1927.
