REPORT OF THE COMPTROLLER AND AUDITOR GENERAL.

1. EXPENDITURE in excess of the Estimate has taken place under Sub-Head F.

2. A Statement of Expenditure on "New Works, &c.," included under Sub-Head A., New Works. is appended to the Account. Treasury authority has been given for Expenditure in excess of the sums provided and for works for which there was no provision in the Estimates. The following are the items on which the largest variation between the amount provided and the actual Expenditure has occurred :

DIPLOMATIC AND CONSULAR BUILDINGS.

ACCOUNT of the Sum Expended, compared with the Sum Granted, for Expenditure in respect of DIPLOMATIC AND CONSULAR BUILDINGS, and for the Maintenance of certain CEMETERIES Abroad, in the Year ended 31st March 1906, showing the Surplus or Deficit upon each Sub-Head of the Vote.

EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-See Statement of New Works.

B. The cost of the re-decoration of the Embassy House at Berlin was greater than had been anticipated. C. Exceeding due to various increases in rents and taxes payable in respect of Buildings in China and Japan.

D.-The Receipts from Sales of old materials and other casual sources were in excess of anticipation, and a sum of 75l. 17s. 5d. was received in respect of a refund of overcharge on account of works carried out in Persia.

CLAIM ABANDONED.

In

consequence of defalcations of Seraidar Isa Khan in connection with building works at Tehran, a refund of Krans 4609-05 (75l. 178. 5d.) was ordered by the local Tribunal. This sum, has, with Treasury Authority, been accepted in full settlement of Board's claim of about 1907.

The Surplus of 7,0081. 12s. 3d., shown on the Account of the Vote "Diplomatic and Consular Buildings, for the year ended 31st March 1905, has been surrendered.
