EXPLANATION of the causes of variation between Expenditure and Grant-continued.

C.-A small saving was effected on the provision for Special Reports, and foreign postage and telegrams.

D.—The amount inserted in the Estimate for the collection of Trade Statistics proved insufficient. The excess was sanctioned by Treasury Letter No. 4236/06.

G 1.---The saving was due in part to illness and vacancies in the Museum Staff, and to the number of artisans employed in making fittings being less than usual. A saving was also effected in the provision for Lecturers at the Summer Courses held in the Royal College of Science. The vacancy caused by the death of the Headmaster of the School of Art in August 1905, was not filled, pending the Report of the Committee of Inquiry into the Royal Hibernian Academy and the School of Art.

G 6.- The number of students for whom accommodation could be provided at the Summer Courses in the Royal College of Science was less than anticipated, and a saving resulted in the provision made for their examinations, subsistence allowance and travelling expenses.

G 7.-Fractional excess.

G 8.—Some of the teachers in training at the Metropolitan School of Art were not in attendance for the full term, and a smaller number were admitted to the Summer Course than had been estimated for. The full awards under the scheme for prizes were not mado, as the standard entitling a pupil to a prize was nou attained in several cases.

G 9.-Casual saving.
G 10.-Saving due to illness of some officers of the Museum Staff

, and to the number of meetings of scientific bodies attended by Professors and Lecturers of the Royal College of Science being less than usual.

G 11.—A saving was effected on the provision for advertising and uniforms.

H 1 and 2.—The number of pupils who proved to be eligible for Grants at the close of the Session was less than the number estimated for. The data available at the time the Estimate was framed did not enable a closer approximation to be made.

H 3.—No variation.

H 4.- The excess was due to an unforeseen increase in the number of pupils who received instruction in manual work during the Session.

H 5.—The excess Expenditure was owing to a much larger increase in the number of pupils who qualified for Grants than was anticipated (9,791 as compared with 8,529 in the previous Session), and also to an increase in the average grant payable upon the attendance of each pupil as compared with previous years, due largely to a closer observance of the regulations of the programme on the part of the Schools. The excesses on this and the preceding Sub-Head were sanctioned by Treasury Letter No. 4236/06.

I 1.--The full amount of the allowances to the Director and Senior Geologist did not rank for payment within the year, as the pay-day-retained on transfer of the Staff of the Geological Survey from the Board of Education is the 22nd of the month,

L.—The number of fee paying students in the Metropolitan School of Art was less than in previous years, which may be attributed to the death of the Headmaster before the opening of the Session.

37 Ship Inspectors and 5 men employed on Swine Fever Investigation Duty received Pensions from the Dublin Metropolitan Police, the Royal Irish Constabulary, and the Army Vote, amounting to £2,183 5s. 7d.
