EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-Deficit due to employment for temporary service during the latter part of the year of two Second Division Clerks-provision for which was not made in the Estimates.

B.-Expenditure variable. One of the Board's General Superintendents was engaged for a considerable part of the year in connection with Motor Car Enquiries on behalf of the Scottish Office, and his travelling expenses were consequently less than they would otherwise have been.

C.-Expenditure variable. The expenditure on Bacteriological Investigation being only 247. 3s., there was a considerable surplus on this item. There were also small surpluses on the other items of the Sub-Head. D.-Expenditure variable. There was a Surplus of 487. 78. on the cost of Vaccine Lymph, etc., and a deficit of 151. s. 3d. on Petty Expenses.

EXTRA REMUNERATION.

The Medical Member of the Board received from the Scotch Education Department a sum of 45l. 3s. for services in connection with the Inspection of Training Colleges.

A sum of 441. 88. 7d. was paid out of the Vote for Temporary Commissions to one of the Minor Staff Clerks for services as Assistant Secretary to the Royal Commission on the Poor Laws.

EXTRA RECEIPTS.

This sum represents the Extra Receipts recovered in connection with the Vote "Pauper Lunatics" (Scotland) now extinct.

The Surplus of 626l. 7s. 10d., shown on the Account of the Vote "Local Government Board for Scotland," for the year ended 31st March 1905, has been surrendered.

EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-Excess caused by payment of balance of salary to the son of the Telegraphist at the Vice-Regal Lodge, who died in September, 1895, now paid per Treasury authority of 12th July, 1905, No. 10,936/05; see Appropriation Account, 1895-6; reconstruction of Household of Lord Lieutenant approved by Treasury letter of 9th April, 1906, No. 3,951/06, less by salary provided for Telegraphist who was retired, and the appointment of a successor at a lower rate of salary.

B.-Approximate Estimate.

C.-Death of the Chaplain and appointment of a successor without allowance for a house.
