transfer units, to eliminate the necessity for the press operator to be even close to the die. Die tryout is working on the die. There just is no comparison. OSHA must be changed to give full recognition to the difference of use of power presses in die building plants compared to production stamping plants.

Gentlemen, you have been very patient, and I hope you will note that I have tried to keep the objections of the tool and die industry isolated to the most important points.

At this time I would like to make a recommendation for your consideration. You have already noted from the testimony of the various witnesses that there are some common problems which will require modification of OSHA. But you have also noticed that each industry represented in testimony has brought up some specific area pertinent only to itself.

I do not believe that any single advisory committee of industry could address itself to all these problems or be very objective in helping the Congress to refine OSHA. I do, however, believe that most of the industries testifying should be encouraged by the Congress to establish their own committees pursuant to the Occupational Safety and Health Act and furnish specific recommendations to the Congress or to the Assistant Secretary of Labor for Safety. To my mind this is the only way the Congress and/or the Labor Department will be able to make OSHA properly workable.
