In the interest of efficiency of service and uniformity, as well as to secure greater dispatch and to avoid confusion, it is hereby ordered that in future all official communications from all Bureaus, Offices, officers, and employees of the Insular Government to persons, corporations, Offices, Bureaus, or Departments in the United States be sent through the Executive Bureau for transmittal to their destination through the Bureau of Insular Affairs of the War Department: Provided, however, That in urgent cases where it is imperative to catch an outgoing mail steamer the communication may be mailed direct to the Bureau of Insular Affairs and a copy simultaneous sent to the Ekebyfice Bureau with a statement of such mailing at the date thereof. Pursuant to the provisions of Act Numbered Fifteen hundred and eighty-five, I hereby appoint as a committee to finally decide the legality of the election held in the municipality of Malabon in the Province of Rizal on September 5, 1906, and to determine the candidates duly and Jegally elected thereat and the eligibility of said candidates for the offices to which elected, Louis J. Van Schaick, governor of Cavite Province; Cialde W. Calvin, Second Assistant Executive Secretary, George N. Hurd, assistant attorney. Such committee wall Tente immediately upon the discharge of its duties. It may meet® at stich places as it may itself decide, having due regard for the convenience of witnesses, and it shall take such evidence as shall to it seem material and necessary. The provincial board of the Province of Rizal is hereby relieved from further duty with regard to said election and directed to turn over to said committee, on demand, all records and evidence bearing on said election in its possession or in the possession of any of its members. ORDEN EJECUTIVA No. 2. } De conformidad con las disposiciones de la Ley Número Mil quinientos ochenta y cinco por la presente nombro un comité compuesto de Louis J. Van Schaick, Gobernador de la Provincia de Cavite, de Claude W. Calvin, Segundo Secretario Ejecutivo Auxiliar y de George N. Hurd, Fiscal Auxiliar, para que resuelva definitivamente sobre la legalidad de la elección celebrada en el municipio de Malabón, Provincia de Rizal, el cinco de Septiembre de mil novecientos seis, y para determinar los candidatos elegidos debida y legalmente en la misma y la elegibilidad de dichos candidatos para los cargos para que fueron elegidos. Dicho comité empezará inmediatamente á cumplir sus deberes. Puede reunirse en los lugares que considere conveniente teniendo en cuenta la conveniencia de los testigos y recogerá las pruebas que considere pertinentes y necesarias. La Junta Provincial de Rizal, queda por la presente relevada de toda obligación referente á dicha elección y se le ordena que á petición de dicho comité le entregue todos los registros y pruebas pertenecientes á dicha elección que estén en su poder ó en el de cualquiera de sus miembros. THE GOVERNMENT OF THE PHILIPPINE ISLANDS, EXECUTIVE ORDER No. 3. } MANILA, February 12, 1997. 1997 Mr. Leonardo Osorio having received a majority of the votes cast in the special election for provincial governor, held in the Province of Cavite on February fourth, nineteen hundred and seven, called by Executive Order Numbered Forty-eight, series of nineteen hundred and six, under the provisions of section four of Act Numbered Eighty-three, Philippine Commission, as amended, and sufficient reason not having been shown in accordance therewith why his election should not be confirmed, the said election is hereby confirmed. Mr. Osorio will qualify and assume his office in accordance with the provisions of the above-mentioned Act of the Philippine Commission, as amended. JAMES F. SMITH, Governor-General. ORDEN EJECUTIVA Habiendo obtenido el Señor Leonardo Osorio mayoría de votos en la elección especial para gobernador provincial, celebrada en la Provincia de Cavite el cuatro de Febrero de mil novecientos siete, convocada en virtud de la Orden Ejecutiva Número Cuarenta yocho de la serie de mil novecientos seis, de conformidad con las disposiciones del artículo cuatro de la Ley Número Ochenta y tres de la Comisión de Filipinas, según está reformada, y no habiéndose presentado motivo suficiente con arreglo á dicha ley para que su elección no fuera confirmada, por la presente se ratifica la citada elección. El Señor Osorio prestará el juramento y tomará posesión de su cargo de acuerdo con las disposiciones de la referida Ley de la Comisión de Filipinas, según está reformada. JAMES F.
