Whereas at the election held on November fifth, nineteen hundred and seven, in the municipality of Laoag, Province of Ilocos Norte, David Cleto and Isaias Clemente received a plurality of the votes legally cast and were certified by the municipal board of canvassers of Laoag to have been elected municipal councilors of said municipality; and Whereas the said David Cleto and Isaias Clemente have each notified the municipal president of Laoag that they were at the time of their election and now are ineligible to the office of munic ipal councilors: Now, therefore, I, James F. Smith, Governor-General of the Philippine Islands, being satisfied that the said David Cleto and Isaias Clemente are ineligible as alleged, in pursuance of section four of Act Numbered Fifteen hundred and eighty-two, do hereby call a special election to be held on Tuesday, March twenty-fourth, nineteen hundred and eight, in the municipality of Laoag, Province of Ilocos Norte, for the purpose of electing two municipal councilors of said municipality. The successful candidates at this election will take office immediately after they have been declared elected by the proper board of canvassers. In witness whereof I have hereunto set my hand and caused the seal of the Government of the Philippine Islands to be affixed. Por cuanto en la elección celebrada el cinco de Noviembre de mil novecientos siete en el municipio de Laoag, Provincia de Ilocos Norte, David Cleto é Isaías Clemente recibieron una pluralidad de los votos legalmente depositados y la junta municipal de escrutinio de Laoag certificó que han sido elegidos concejales municipales de dicho municipio; y Por cuanto los referidos David Cleto é Isaías Clemente han notificado cada uno, al presidente municipal de Laoag que al tiempo de su elección eran y son actualmente inelegibles para el cargo de concejales municipales: Por lo tanto Yo, James F. Smith, Gobernador General de las Islas Filipinas, estando convencido de que los referidos David Cleto é Isaías Clemente son inelegibles como se alegó, de acuerdo con el artículo quinto de la Ley Número Mil quinientos ochenta y dos, por la presente convoco á una elección especial que se celebrará el martes, veinticuatro de Marzo de mil novecientos ocho, en el municipio de Laoag, Provincia de Ilocos Norte, con el fin de elegir á los concejales municipales de dicho municipio.
