THE GOVERNMENT OF THE PHILIPPINE ISLANDS, In view of the petition of many of the inhabitants of Jaro and Pavia and the recommendations of the municipal council of Iloilo and the Honorable Nicolas Jalandoni, Delegate to the Philippine Assembly from the Second Assembly District of the Province of Iloilo, and pursuant to the provisions of Act Numbered Seventeen hundred and forty-eight, entitled "An Act authorizing the adjustment of provincial and municipal boundaries and authorizing the change of capitals of provinces and subprovinces, as may be necessary from time to time to serve the public convenience and interest," the seventeen municipalities of the Province of Iloilo as established by Act Numbered Seven hundred and nineteen, as amended, are hereby increased to eighteen by separating from the present municipality of Iloilo the former municipalities of Jaro and Pavia and creating therefrom a new municipality to be known as Jaro. The amount of salaries to be paid by said municipality of Jaro shall be governed by the provisions of Act Numbered Sixteen hundred and ninety-one. The municipality of Iloilo shall consist of the territory of which the former municipalities of Iloilo, La Paz, Mandurriao, and Molo were constituted prior to the passage of Act Numbered Seven hundred and nineteen. The new municipality of Jaro shall consist of the territory of which the former municipalities of Jaro and Pavia were constituted prior to the passage of said Act and shall have its seat of municipal government at the former municipality of Jaro. En vista de la petición de muchos habitantes de Jaro y Pavía y de las recomendaciones del concejo municipal de Iloilo y del Honorable Nicolás Jalandoni, Diputado á la Asamblea Filipina por el segundo distrito electoral de la Provincia de Iloilo, y de acuerdo con las disposiciones de la Ley Número Mil setecientos cuarenta y ocho, titulada "Ley que autoriza el ajuste de los límites provinciales y municipales y que autoriza el cambio de las capitales de las provincias y subprovincias, que sean necesarios de vez en cuando, para facilitar la conveniencia y el interés públicos," por la presente se aumentan á diez y ocho los diez y siete municipios de la Provincia de Iloilo según se estableció por la Ley Número Setecientos diez y nueve, según quedó reformada, separando del actual municipio de Iloilo los anteriores municipios de Jaro y Pavía y creando con éstos un nuevo municipio que se conocerá con el nombre de municipio de Jaro. La cuantía de los sueldos que han de ser pagados por dicho municipio de Jaro se regirá por las disposiciones de la Ley Número Mil seiscientos noventa y uno. El municipio de Iloilo se compondrá del territorio que comprendían los anteriores municipios de Iloilo, La Paz, Mandurriao y Molo antes de la aprobación de la Ley Número Setecientos diez y nueve. El nuevo municipio de Jaro se compondrá del territorio que comprendían los anteriores municipios de Jaro y Pavía antes de la aprobación de dicha Ley y tendrá la residencia de su gobierno municipal en el antiguo municipio de Jaro. BY THE GOVERNOR-GENERAL OF THE PHILIPPINE ISLANDS—A PROCLAMATION. The following Act of the Congress of the United States having been approved by the President of the United States on the fourth day of March. anno Domini nineteen hundred and seven, is hereby published for the information and guidance of all concerned: "AN ACT To provide for the establishment of an agricultural bank in the Philippine Islands. “Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That for the purpose of aiding in the establishment and operation of such an agricultural bank in the Philippine Islands as the general government thereof may hereafter specifically authorize, the Philippine Government is empowered to guarantee an income of not exceeding four per centum per annum upon cash capital actually invested by individuals or corporations in such agricultural bank; such guaranty shall be granted by an Act of the Philippine Commission which shall contain, among others, the following provisions: "First. The guaranty shall be made to a company organized under the laws of the Philippine Islands, with its principal office in Manila and with branches in such parts of the Islands as may be designated by the Philippine Commission. "Second. The bank shall not grant loans except to those engaged in agriculture and with the sole purpose of assisting agriculture in the Philippine Islands. "Third.
