12. The procedure by which the transfer or sale of firearms and ammunition may be made to a municipality by the Bureau of Constabulary, under the provisions of section twenty-seven, Act Numbered Seventeen hundred and eighty, Philippine Commission, and these regulations, shall be as follows: When the governor of any province shall be convinced that the public safety demands that the police of any municipality in such province shall be furnished firearms and ammunition, he may make such recommendation, in writing, through the senior inspector of Constabulary of the province, to the Director of Constabulary, who, if he approves the sale or transfer, shall exact the bond prescribed by the section above referred to and paragraph thirteen of this order. The word "transfer" in this case is construed to mean issue on memorandum receipt. Such transfer will be made by the senior inspector of Constabulary of the province upon written authority of the district director, after notification from the Director of Constabulary that the proper bond has been executed and approved.

13. The form of bond to be executed by municipalities holding firearms and ammunition under the provisions of section twentyseven, Act Numbered Seventeen hundred and eighty, Philippine Commission, and these regulations, shall be substantially as follows, and the bond when approved shall be deposited with the Director of Constabulary:

"The condition of this obligation is such that, whereas, the Government of the Philippine Islands, through the Director of Constabulary, has on the. day of 190...., delivered to us the firearms and ammunition mentioned in the list hereto attached, and we have covenanted and agreed, and do hereby covenant and agree, safely to keep and to deliver the said arms and ammunition to the Government of the Philippine Islands upon the order of either the Governor-General or the provincial governor, and that no part of the said arms and ammunition shall be lost or taken from the municipal police authorized to use the same:

"Now, therefore, if we, the above bounden president and councilors, shall and will in all respects duly and fully observe and perform all and singular the aforesaid covenants, conditions, and agreements by us to be observed and performed according to the true intent and meaning thereof, then the above obligation shall be void and of no effect; otherwise to remain in full force and effect. "In witness whereof, we hereunto set our hands this.

14. Such suitable record as is necessary fully to identify the transaction will be kept, in the office of the Director of Constabulary, of all licenses and permits issued under the provisions of sections three, eleven, seventeen, and twenty-four, Act Numbered Seventeen hundred and eighty, Philippine Commission.

15. In carrying out the provisions of sections eleven, seventeen, and twenty-four, Act Numbered Seventeen hundred and eighty,

Philippine Commission, empowering the Governor-General to approve and disapprove applications for personal, special, and hunting licenses to possess firearms and ammunition, the Director of Constabulary is authorized and directed to act for the GovernorGeneral.

16. Applications forwarded by the chief of police of the city of Manila under section eleven, Act Numbered Seventeen hundred and eighty, Philippine Commission, shall be sent through the Director of Constabulary.

De acuerdo con las disposiciones del artículo treinta de la Ley Número Mil setecientos ochenta de la Comisión de Filipinas, autorizando al Gobernador General para prescribir, mediante orden ejecutiva, los modelos y reglas para poner en vigor las disposiciones de dicha Ley, relativas à la importación, adquisición posesión, uso, y traspaso de armas de fuego, etcétera, por la presente se promulgan las siguientes reglas:

1. El modelo de solicitud para obtener una licencia para negociar en armas de fuego y municiones de acuerdo con las disposiciones del artículo segundo de la Ley Número Mil setecientos ochenta y de estas reglas, será en sustancia como sigue:

"SOLICITUD PARA NEGOCIAR EN ARMAS DE FUEGO Y MUNICIONES.

"(De acuerdo con el artículo 2 de la Ley No. 1780 de la Comisión de

autorización para que se me (nos) permita dedicarme (dedicar

nos) durante

años á la compra y venta de armas de fuego y municiones de la clase y en la cantidad abajo expresadas, sin exceder de ésta última:

"Y al recibir una licencia para negociar en armas de fuego y municiones, Yo, (nosotros)

por la presente estipulo (estipulamos) y convengo (convenimos) en conformarme (conformarnos) á observar y cumplir debida y fielmente y por todos respectos, las disposiciones de la Ley Número Mil setecientos ochenta de la Comisión de Filipinas y cualesquier reglamentos de la misma que hayan sido dictados anteriormente ó que se dicten en lo sucesivo, en todo lo que me (nos) sean aplicables, como negociante.... en armas de fuego y municiones.

2. Cuando el Gobernador Generai haya aprobado la solicitud de cualquier persona, razón social 6 corporación solicitando permiso para negociar en armas de fuego ó municiones, y haya trasmitido dicha solicitud con su aprobación al Director del Cuerpo de Policía para que expida la licencia, dicha persona, razón social ó corporación, otorgará y entregará al Director del Cuerpo de Policía una fianza buena y suficiente por la cantidad que fije el

Gobernador General y, una vez aprobada la referida fianza por el Director del Cuerpo de Policía, se expedirá la licencia. Dicha licencia será válida por el período expresado en el anverso de la misma, á menos que antes la revoque el Gobernador General.

3. El modelo de la fianza que ha de otorgar el solicitante al recibir una licencia para negociar en armas de fuego y municiones, como se dispone en el párrafo anterior, será en sustancia como sigue:
