EXECUTIVE ORDER } Executive Order Numbered Twenty-one, series of nineteen hundred and three, is hereby amended by adding thereto a new paragraph to read as follows: "The chief supply officer of the Constabulary will perform in Manila the duties herein required of the Director of Constabulary and the senior inspectors will perform such duties in the provinces. Whenever a senior inspector shall also be supply officer or whenever a senior inspector shall be absent from his station and therefore unable to perform the same, such duties shall be performed by the provincial treasurer." All officers disbursing public funds are required on no account and under no circumstances to advance to themselves or to any person any sum of money on account of salary greater than the amount actually earned by themselves or such other person on the day on which such advance is made. Hereafter no disbursing officer will make any advances on account of salary already earned, except upon a voucher properly accomplished and prior approval of the head of the office in which the person requesting the advance is employed. Such approval should be noted upon the voucher in each particular case, and will be given only in cases where, in the discretion of the head of the office, the particular circumstances appear to warrant the advance. Se ordena á todos los funcionarios, encargados de pagar fondos públicos, que por ningún motivo ni bajo ninguna circunstancia adelanten fondos, á sí mismos ni á ninguna otra persona por cuenta de sueldos, en cantidad mayor que la realmente ganada por ellos mismos ó por dicha otra persona en el día en que dicho adelanto se hace. En lo sucesivo ningún oficial pagador hará ningún adelanto por cuenta de sueldos ya devengados á no ser mediante un comprobante debidamente extendido y previa la aprobación del jefe de la oficina donde esté empleada la persona que pida el adelanto. Dicha aprobación debe anotarse en el comprobante en cada caso particular, y únicamente se darán en los casos en que, á discreción del jefe de la oficina, las circunstancias especiales autoricen el adelanto. Sufficient time having elapsed to enable the public to dispose of the Spanish-Filipino, Mexican, Chinese, and other foreign silver coin in its possession in the manner provided by Executive Orders Numbered One, Seven, and Thirty-nine, dated January first and twenty-seventh and September twenty-ninth, nineteen hundred and four, respectively, it is hereby Ordered, That on and after July first, nineteen hundred and seven, the Insular Treasurer and all provincial treasurers shall cease to redeem the silver coins above referred to. Pursuant to the provisions of section one of Act Numbered Thirteen hundred and ninety-three, entitled "An Act providing for the widening of the streets and the adjustment of ownership of land located within certain specified limits in the municipality of Cebu, Province of Cebu," as amended by section one of Act Numbered Sixteen hundred and fourteen, the consent of the Philippine Commission having been obtained, I hereby appoint the Director of Public Works, the provincial governor of Cebu, the district engineer of Cebu, the president of the municipality of Cebu, and the treasurer of the municipality of Cebu a committee to continue the work of the committee appointed by resolution of the Commission of March twenty-first, nineteen hundred and five, to provide plans for the widening of such streets as may be desirable and proper and to lay out new streets within the socalled "burnt area" in the municipality of Cebu, Province of Cebu, to adjust all questions of ownership of all land within the said burnt area, and to make such equitable allotment and adjustment of the land within said burnt area as may be necessary and practicable caused by the widening of existing streets and in the laying out of new streets. It being impracticable for the Director of Public Works to act as chairman of this committee, the provincial governor of Cebu is hereby designated as chairman thereof. JAMES F. ORDEN EJECUTIVA De conformidad con las disposiciones del artículo primero de la Ley Número Mil trescientos noventa y tres, titulada “Ley autorizando el ensanche de las calles y la adjudicación de la propiedad raíz dentro de ciertos límites especificados en el municipio de Cebú, Provincia de Cebú,” según fué reformado por el artículo primero de la Ley Número Mil seiscientos catorce, y habiendo obtenido el consentimiento de la Comisión de Filipinas, por la presente nombro un comité compuesto del Director de Obras Públicas, el gobernador provincial de Cebú, el ingeniero del distrito de Cebû, el presidente del municipio de Cebú y el tesorero del mismo municipio, para que continúe la obra del comité nombrado por resolución de la Comisión de fecha veintiuno de Marzo de mil novecientos cinco, para que disponga los planos para el ensanche de aquellas calles que se consideren convenientes, para trazar nuevas calles dentro de la |
