Mr. MITCHELL. Now we have Dr. Pinkney, the director of the 'rovident Neighborhood Health Center. We will ask Dr. Pinkney lso to be brief so we can get to the others.

'ESTIMONY OF TALMADGE PINKNEY, M.D., DIRECTOR, PROVIDENT NEIGHBORHOOD HEALTH CENTER, BALTIMORE, MD.

Dr. PINKNEY. Mr. Chairman, I would like to qualify myself as an authority for both sides of this question here now.

I am a practicing physician. I belong to the staffs of four hospitals n Baltimore-notably among them Johns Hopkins, and the Sinai Hospital, Provident Hospital, and the Baltimore City Hospital. I ave been recommended as a consultant for the Headstart program. am a member of the ad hoc urban committee of the regional medical >rogram. I think that this qualifies me as a physician.

I have been practicing in the city of Baltimore for more than 15 years and just recently relinquished that practice to get into this program.

I would like to qualify myself to speak for the other side on this basis. I was born in a small back street a block away from Johns Hopkins Hospital. At a very early age I was employed in a drugstore, Lehrer Bros., right across from Johns Hopkins Hospital. I further worked in another drug store in a suburban area of Baltimore City known as Stonley, in the Towson area, which is a very well-to-do neighborhood. I have worked in a drugstore in Philadelphia at 42d and Chestnut Street, where Judson David was the proprietor. He at one time wanted me to go to pharmacy school and become a member of his staff.

I practiced, as I said, for 15 years in Baltimore City over top of one of the drugstores in the target area. I have compounded prescriptions before some of the gentlemen who were here representing the Maryland Pharmaceutical Association ever went to pharmacy school.

So that I think I know something about both sides of the counter of drugstores.

I also think that I know something about the target area, since I have practiced in it for 15 years.

Mr. Tildon has related that Provident Hospital was a hospital which was intensely community-oriented. This has been borne out by the alcoholic program. Most recently Provident Hospital has become involved in another program, the "Man Alive" program, a program against drug addiction.

Now, what are the major problems in our target area besides poorness and poor health care? The major problems are alcoholism and drug addiction. These are things that we are vitally concerned with. These are things that this center is going to be concerned with.

I was very happy to hear this morning Mr. Fedder give testimony about a family record history. In my 15 years of practice in the target area, I have known of no drugstore that carried such records. I know of one outside of the area who did carry them.

I am happy to see that this type of feeling is developing within the Maryland Pharmaceutical Association and I think it is developing

because of the contacts that we have had with them. We have had contacts. We had a meeting in my office with Mr. Gruz, Mr. Kaufman. Mr. Shumer, and Mr. Lachman. Mr. Shumer is a pharmacist who has practiced for many years in our target area, a drugstore known as Pendall Pharmacy, which formerly was open 24 hours a day. At tha meeting Mr. Shumer told us they could no longer provide these types of services because of the dangers of the neighborhood. Now, Mr. Shumer and I had a very good conversation as a result of that meeting. One of my concerns in attempting to create this center is that we are going to be able to give services at hours that people need services. I think that Mr. Shumer regretted that he had to stop his all-night services. He talked with me about cooperating with us and possibly when we erect the center that we possibly could give 24-hour services and that he would be able to cooperate with us.

So I think this shows we have talked and we have had some meeting of the minds.

There are any number of drugstores within this target area. I am not at all sure that 44 is the correct number. I am not at all sure that all of these men in this area are members of the Maryland Pharmace tical Association.

Mr. POTVIN. How about the Baltimore Pharmaceutical Association! Dr. PINKNEY. I am not at all sure that they are members of that. I would be concerned, as I am, about any vendor program by this asse ciation if it did not have control over men who were not members.

I would like to show you at this point some pictures of what drugstores look like in the target area. These are some pictures that were taken of the target area pharmacies. I will submit these to the com mittee. I would like for you to know that on these pictures there is s very generous advertisement of liquor. I would like to particular point out this one, which has a sign that says "We Fill Medical Care Prescriptions" and at the bottom it says "We Recommend Melros

Rare."
