A.D. 1924 SCHEDULE. (i) The better utilisation of the practical knowledge and experience of the workpeople. (ii) Means for securing to the workpeople a greater share in and responsibility for the determination and observance of the 5 conditions under which their work is carried on. (iii) The settlement of the general principles governing the conditions of employment, including the methods of fixing, paying and readjusting wages, having regard to the need for securing to the workpeople a share in the increased prosperity of the 10 industry. (iv) The establishment of regular methods of negotiation for issues arising between employers and workpeople, with a view both to the prevention of differences and to their better adjustment when they appear. (v) Means for ensuring to the workpeople the greatest possible security of earnings and employment, without undue restriction upon change of occupation or employer. 15 (vi) Methods of fixing and adjusting earnings, piece work prices, etc., and of dealing with the many difficulties which 20 arise with regard to the method and amount of payment, apart from the fixing of general standard rates, which are already covered by paragraph (iii). (vii) Technical education and training. (viii) Industrial research and the full utilisation of its 25 results. (ix) The provision of facilities for the full consideration and utilisation of inventions and improvements designed by workpeople, and for the adequate safeguarding of the rights of the designers of such improvements. (x) Improvements of processes, machinery and organisation, and other appropriate questions relating to management and the examination of industrial experiments, with special reference to co-operation in carrying new ideas into effect and full consideration of the work people's point of view in relation to them. (xi) Proposed legislation affecting the industry. (xii) Any other subject or question that may be referred by the Ministry of Labour. 30 35 (xiii) The advancement of an industry by the co-operation in its government extension and control, of all engaged in the 40 industry. A BILL [AS AMENDED BY STANDING COMMITTEE C] ΤΟ Amend the Industrial and Provident Societies E it enacted by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, 5 as follows:- 10 15 20 25 A.D. 1924. 1. A registered society shall be entitled to use the Use of the word "Co-operative" as part of its name if provision co-operative is made in its rules : (a) That no member or shareholder other than a (i) In payment of interest on the paid-up (ii) In the formation of a reserve fund applicable in the manner provided by the rules. (iii) In promoting instruction, culture or recreation by forming an education fund to which two and a half per cent. of the net surplus funds or such other sum or percentage as an ordinary business meeting may resolve, shall be carried. name. (iv) In the division of the remainder of the net surplus funds after providing for the before-mentioned charges and for such other payments as may be authorised by the rules either among the members or shareholders in 5 proportion to the volume of business which they have done with or through the society, or among the employees of the society, or partly in one way and partly in the other. 66 2. (1) Any person, partnership, organisation, 10 society, association, company or corporation, either unincorporated, or hereafter incorporated, not being a society complying with the terms of section one of this Act assuming or using a name which includes the word "Co-operative or Co-op., shall be guilty of an 15 offence, and any person so acting on behalf of such person, partnership, organisation, society, association, company or corporation shall also be guilty of an offence, but where the word "Co-operative or "Co-op." forms part of the corporate name of any corporation 20 or body heretofore duly incorporated or registered by or under the authority of any general or special Act, the word may continue to be used as part of the corporate name. (2) Every person, organisation, society, association, 25 company, or corporation, unincorporated or incorporated, guilty of a contravention of the preceding subsection shall incur a penalty not exceeding ten pounds, and in default of payment shall be liable to imprisonment for a term not exceeding three months. Every penalty imposed or to be imposed by this Act shall be recoverable summarily. 30 3. Subsection (3) of section nineteen of the Inof section 19 dustrial and Provident Societies Act, 1893 (hereinafter of principal called the principal Act), shall have effect as if for the 35 words "ten shillings" there were substituted the words. twenty shillings," and as if for the words twenty pounds" there were substituted the words "fifty pounds.
