radio communication when that law has not yet come into being, is on a small scale to follow the great Lord Chancellor Francis Bacon of whom it has been said that he "threw out the plan of a universal dictionary of sciences and arts at a time when, so to say, neither arts nor sciences existed," and that when it was impossible to write a history of what was known, he

"wrote one of what it was necessary to learn."
