The above persons have all been usefully employed during the year 1853. The services of none of them can be dispensed with without detriment to the public service; and the better dispatch of public business does not require the removal of any and the appointment of others in their stead.

All the persons embraced in this statement have been usefully employed, and their services cannot be dispensed with without detriment to the public service; nor is the removal of any, and the appointment of others in their stead, required for the better dispatch of business.
